“A BARANGAY COUNCIL RESOLUTION APPROVING THE INTEGRATION OF PSA
RESULTS/BAP TO BARANGAY ACTION PLAN AND BARANGAY DEVELOPMENT
PLAN (BDP) FOR CALENDAR YEAR 2023-2024”
WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local
Government Code of 1991, provides that every local government unit shall exercise the
powers expressly granted, those necessarily implied therefrom, as well as powers
necessary, appropriate, or incidental for its efficient and effective governance, and those
which are essential to the promotion of the general welfare;
WHEREAS, in accordance with Memorandum Circular No. 9 series of 2023, otherwise
known as “Guidelines on the implementation of the Community-Driven Development (CDD)
Approach of the KALAHI-CIDSS”, which seeks to standardize and harmonize the KALAHI-
CIDSS processes across modalities and establish social services with a greater impact on the
public through the government’s CDD approach, the Department of Social Welfare and
Development (DSWD) releases community grants for locally-funded projects.
WHEREAS, the KKB-CDD being one of the modalities funded by the Government of the
Philippines will contribute to the local government units and the poor communities to achieve
its goal of poverty alleviation through community participation, full transparency, and a sense
of accountability.
WHEREAS, it dovetailed to the success of KALAHI-CIDSS’ community-driven approach that
provides financial and technical support to communities to better understand their poverty
issues and engages them in developing and/or supporting solutions to these issues;
WHEREAS, KALAHI-CIDSS implementation of CDD approach shall be that of Participation,
Transparency, and Accountability, it is therefore necessary to establish criteria, outline the
process, establish minimum standards, and ensure transparency in the whole process to
follow the spirit and tenor of DSWD M.C. No. 9 series of 2023
WHEREAS, the Barangay Development Council-Technical Working Group (BDC-TWG) and
Participatory Situational Analysis (PSA) elected/appointed community volunteers with the
assistance of local leaders and local key informants within the barangay has identified and
prioritized community needs and problems and the corresponding proposed interventions;
WHEREAS, the identified interventions consisting of programs, projects and activities were
enumerated in the PSA Result through the Barangay Action Plan including the
possible/potential sources of funds;
WHEREAS, the Barangay Council will include in its Barangay Action Plan the unfunded and
non-prioritized interventions result of the PSA workshops.
WHEREAS, the Barangay Council will also include in its budget deliberation and
appropriation of the attached list of programs, projects and activities for the Barangay Annual
Investment Program for calendar year 2023 to 2024
NOW THEREFORE, on the motion of Barangay Kagawad Gerald E. Brondo and duly
seconded by all members of the Barangay Council, be it;
RESOLVED AS IT IS HEREBY RESOLVED, incorporating the proposed programs, projects
and activities as contained in the approved barangay action plan into the annual investment
program for calendar year 2023 to 2024;
RESOLVED FURTHER, that copies of this resolution be forwarded to the DSWD KALAHI
CIDSS and other Offices concerned for whatever legal purposes this may serve.
