Adopted by the Security Council at its 9709th meeting, on 17 August 2024
The Security Council,
Recalling its resolutions 2741 (2024), 2395 (2017), 1373 (2001) which underscore the
importance of international cooperation and the need for states to take measures to prevent and
combat terrorism,
Reaffirming the importance of respect for human rights and fundamental freedoms in the
fight against terrorism, as outlined in various international human rights instruments,
Acknowledging the significant impact of terrorism and insurgencies on the socio-economic
development of West African nations, exacerbating poverty, unemployment, and instability,
Recognizing the need for a comprehensive approach to counter-terrorism that integrates
security measures with socio-economic development initiatives, thereby addressing the root
causes of terrorism,
Determined to work collaboratively with all stakeholders to promote peace, stability, and
development in West Africa, thereby contributing to the global fight against terrorism and
insurgency,
Recognizing the need for a comprehensive approach to counter-terrorism that integrates
security measures with socio-economic development initiatives, thereby addressing the root
causes of terrorism,
Acting under the Charter of the United Nations.
1. Urges for the constitution of an ad-hoc body, comprising representatives of the
United Nations Security Council, The United Nations Of ce for West Africa and the Sahel
(UNOWAS), and the member-states of the Alliance of Sahel States (AES), in line with Articles
52(3) and 53(1) of the United Nations Charter;
(a) The body shall serve as an alternative communication channel to facilitate
dialogue and foster inclusivity between the member states of the Alliance of Sahel States and the
recognized regional bodies of West Africa,
(b) The body shall do so by conducting frequent dialogues, bolstering support for
initiatives, and addressing concerns of the less-included states;
2. Further urges the United Nations Of ce for West Africa and the Sahel
(UNOWAS) to strengthen its collaboration with the Accra Initiative and support its efforts to
address the security challenges in the region, laying emphasis on the inclusion of Civil Society
Organisations (CSOs);
3. Requests the United Nations Educational, Scienti c and Cultural Organisation
(UNESCO) to operationalise educational and cultural programs as part of an initiative to retrench
youth radicalisation, aligned with the United Nations Plan of Action to Prevent Violent
Extremism, as proposed by the United Nations Secretary-General;
4. Encourages the establishment of funds and programs aimed at supporting
Regional Humanitarian Aid Organisations such as the Regional Humanitarian Fund for West and
Central Africa, and enhancing income and employment opportunities for refugees and Internally
Displaced Persons through targeted skills training and capacity-building initiatives;
5. Requests the Of ce of the Special Envoy for the Sahel to strengthen coordination
with regional partners and organisations to ensure a cohesive approach to addressing the crisis in
the Sahel, including aligning efforts with existing regional and international frameworks;
6. Recommends the inclusion of gender perspectives in the reform processes,
promoting the active participation of women in security and governance roles to enhance the
effectiveness and inclusiveness of institutional reforms;
7. Urges the implementation of educational initiatives in West Africa aimed at
countering radicalisation by promoting secular education, civic responsibility, and human rights,
particularly among vulnerable populations;
8. Encourages the strengthening of existing Early Warning and Early Action
(EWEA) systems by enhancing the capacities of regional organisations, ensuring that African
solutions are prioritised and tailored to the unique security challenges faced by West Africa;

9. Calls for a coordinated diplomatic effort to combat terrorism in West Africa by
integrating nancial aid and regional in uence, following models like Mozambique's Maputo
Accord and UN Resolution 2349 (2017);
10. Decides to remain actively seized of the matter.
