Centrally Sponsored Schemes – Jal Shakti Department

A. Jal Jeevan Mission (JJM).

Guidelines of the Scheme

➢ To provide 100% Functional household Tap Connections (FHTC) at the rate of 55


LPCD as per BIS 10500 standard in the country by 2024 with central assistance
(90:10 for J&K). The guidelines of the mission also stipulates 5% community
contribution towards in-village piped water supply infrastructure through cash,
labour, material etc besides O&M of the schemes by PRIs.

Objectives of the scheme

➢ The Government of India has launched a massive Programme namely ‘Jal Jeevan
Mission’ (JJM) with an aim to provide 100% Functional household Tap Connections
(FHTC) in the country by 2024. However, the Jammu and Kashmir Government
decided to advance the said target to December, 2021 instead of 2024 for ensuring
water security to its population.

i. Development of in-village piped water supply infrastructure to


provide tap-water connection to every rural household;
ii. Development of reliable drinking water sources and/ or augmentation of
existing sources to provide long-term sustainability of water supply system;
iii. Wherever necessary, bulk water transfer, treatment plants and distribution
network to cater to every rural household;
iv. Technological interventions for removal of contaminants where water quality
is an issue;
v. Retrofitting of completed and ongoing schemes to provide FHTCs;
vi. Grey water management Strategy for Planning and Implementation;
vii. Support activities, i.e. IEC, HRD, training, development of utilities, water
quality laboratories, water quality testing and surveillance R&D, knowledge
centre, capacity building of communities, etc.; and
viii. Any other unforeseen challenges/ issues emerging due to natural disasters/
calamities which effect the goal of FHTC to every household b y 2021

Status of the implementation.

i. District Water Security Plans Prepared.


ii. Village Action Plans(VAPs) and District Action Plan (DAPS) under preparation
as per JJM guidelines
iii. DPRs for new schemes/ retrofitting of schemes under preparation.
iv. Execution modalities finalized.
v. Phasing of physical/ financial targets is still under process.

B. Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) – Har Khet Ko Pani


(HKKP):

• The major objective of PMKSY is to achieve convergence of investments


in irrigation at the field level, expand cultivable area under assured
irrigation, improve on-farm water use efficiency to reduce wastage of
water, enhance the adoption of precision-irrigation and other water
saving technologies (more crop per drop), enhance recharge of aquifers
and introduce sustainable water conservation practices by exploring the
feasibility of reusing treated municipal waste water for peri -urban
agriculture and attract greater private investment in precision irrigation
system.
• PMKSY has been conceived amalgamating ongoing schemes viz.
Accelerated Irrigation Benefit Programme (AIBP) of the Ministry of Jal
Shakti, Department of Water Resources, River Development & Ganga
Rejuvenation, Integrated Watershed Management Programme (IWMP) of
Department of Land Resources (DoLR) and the On Farm Water
Management (OFWM) of Department of Agriculture and Cooperation
(DAC). The scheme is being implemented by Ministries of Agriculture,
Water Resources and Rural Development. Ministry of Rural Development
is to mainly undertake rain water conservation, construction of farm pond,
water harvesting structures, small check dams and contour bunding etc.
Ministry of Jal Shakti, DoWR, RD&GR is undertaking various measures
for creation of assured irrigation source, construction of diversion canals,
field channels, water diversion/lift irrigation, including developm ent of
water distribution systems. Ministry of Agriculture is promoting efficient
water conveyance and precision water application devices like drips,
sprinklers, pivots, rain-guns in the farm “(Jal Sinchan)”, construction of
micro-irrigation structures to supplement source creation activities,
extension activities for promotion of scientific moisture conservation and
agronomic measures.

• Programme architecture of PMKSY is to adopt a ‘decentralized State level


planning and projectised execution’ structure t hat will allow States to draw
up their own irrigation development plans based on District Irrigation Plan
(DIP) and State Irrigation Plan (SIP). It is being operated as convergence
platform for all water sector activities including drinking water &
sanitation, MGNREGA, application of science & technology etc. through
comprehensive plan on a funding pattern of 90:10. State Level Sanctioning
Committee (SLSC) chaired by the Chief Secretary of the State has been
vested with the authority to oversee its implementation and sanction
projects.

• The programme is being supervised and monitored by an Inter -Ministerial


National Steering Committee (NSC) constituted under the Chairmanship of
Prime Minister with Union Ministers from concerned Ministries. A
National Executive Committee (NEC) has been constituted under the
Chairmanship of Vice Chairman, NITI Aayog to oversee programme
implementation, allocation of resources, inter ministerial coordination,
monitoring & performance assessment, addressing administrative issue.

• There are 396 No. of ongoing Surface Minor Irrigation Schemes under
PMKSY (HKKP) in the UT of J&K as per following details:-

• During 2016-17, among ninety nine (99) ongoing Major/Medium Irrigation
Projects of the Country under PMKSY-AIBP, having ultimate irrigation
potential of 76.03 lakh hectare and balance cost of Rs. 77595.00 crore, the
following 03 projects of UT of J&K were prioritized for completion in
phases upto December, 2019 along with their Command Area Development

D. Flood Management and Border Areas Programme (FMBAP):

• The Union Cabinet chaired by Hon’ble Prime Minister Sh. Narendra Modi
approved the "Flood Management and Border Areas Programme
(FMBAP)" for Flood Management Works in entire country and River
Management Activities and works related to Border Areas for the period
2017-18 to 2019-20 with a total outlay of Rs. 3342.00 crore.
• The funding pattern for FM Component of UT of J&K is 70%
(Centre):30% (UT). RMBA component being specific to activities in
border areas with neighboring countries and in accordance with bi lateral
mechanisms, the projects/works are funded on 100% grant -in-aid/central
assistance.
• The FMBAP Scheme is being implemented throughout the country for
effective flood management, erosion control and anti -sea erosion and to
help in maintaining peace along the border. The scheme benefits towns,
villages, industrial establishments, communication links, agricultural
fields, infrastructure etc. from floods and erosion in the country. The
catchment area treatment works will help in reduction of sediment loa d
into rivers. The Scheme aims at completion of the on-going projects
already approved under FMP.
• There are 19 No. of ongoing FMBAP projects in the UT of J&K as per

F. Rural Infrastructure Development Fund (RIDF) under NABARD:
• Government of India created the Rural Infrastructure Development Fund (RIDF) in
NABARD in 1995-96 with an initial corpus of ₹ 2,000 crore. With the allocation of
₹ 28,000 crore for 2018-19 under RIDF XXIV, the cumulative allocation has
reached ₹ 3, 20,500 crore including ₹ 18,500 crore under Bharat Nirman. At
present, there are 37 eligible activities under RIDF as approved by GoI which
includes Drinking Water, Minor/Major Irrigation Projects and Flood Control
Projects among others.

• There are 203 Ongoing Projects in the PHE, I&FC sector funder RIDF XXII, XXIII
and XXIV with an approved cost of Rs.573.99 crore. Rs. 202.51 crore have been
spent upto March, 2019 and Rs. 63.15 crore have been spent during the current
financial year so far. Moreover, Rs. 114.59 crore have been released recently as
advance positioning for execution of these projects. The break-up is as under:-
