The following criteria have to be considered while selecting a

site for construction of Check Dams and Off-Take sluices.


CHECK DAMS:
1.
Proposed site for Check Dams shall be on 4Th to 8'h order Streams/Rivers
(as per NRSC norms).

Identification of site for new Check Dams shall be keeping in view of the
existing water bodies i.e., Check Dams, Anicuts, Matus, Kathwas and
Percolation Tanks in upper reach on 4th to 8th order streams.

Check Dams shall be proposed in such a way that the crest level of one
Check Dam touches to the apron level of U/s Check Dam i.e., in order to
maintain continuous water prism in the Stream/River as much as possible
(Preferably in command area).

The alignment of Check Dam need not be necessarily perpendicular to the
stream flow or in a straight line. The alignment of the Check Damn shall be
fixed depending on the foundation strata, so as to make sure that the
proposal is viable and economical.

5. The site for proposed check damn is so selected as to render maximum


Possible storage to increase the ground water table without acquisition of
much land having required length between the flanks without having to form
higher flood banks.
6. The site shall be proposed preferably where good foundation is available at
shallow depth or within 3 m from ground level.

7. The site for the Check Dams shall be selected in such a way that no land
acquisition is involved. However, wherever minimum land acquisition is
involved, prior speciflc approval of the Government shall be sought at the
time of Technical sanction.

8. The area proposed for construction of Check Dam should have at least 9" Soil
cover. Deep soil areas, like Black cotton soils should be avoided, as they will
not have adequate permeability and good foundation strata.
9. The capacity of these Structures should normally be more than 3mcft. Their
capacity In relation to the catchment area and rain-fall must be properly
designed to ensure that they wll fill almost every year.
10. In streams, storage to be developed near urban centers, If suitable Rivers
and locations avallable for multipurpose use.
11. The sultablity / selectlon of site should be based on the joint Inspection of
site by the Executive Engineer, Minor Irrigatlon and The Deputy Director,
Ground Water Department.
12. Geo ID shall be generated for all the proposed Check Dams.

13. EstImates for Check Dams shall be prepared Minor Irrigation AEE/AE based
on the type designs /drawings approved by the Chlef Engineer, CDO for the
purpose of Administratlve approval,
14. The estimnates of Check Dams prepared by the Minor Irrigation AEE/AE based
on the type deslgns /drawings of Chief Engineer, CDO, shall be submitted to
the Chief Engineer, Minor Irrigation for onward submission to the
Government for approval.
15. Provision for recharge shaft may be included in the estimate of Check Dam
wherever it is necessary.

16. Detailed working drawings/ deslgns for each check dam shall be obtained
from the CE/CDO before according technlcal sanctlon.

17. The Check slip (scrutiny note of memo no.5887/MI.T/A2/2016-1 dated


02-06-2016) should be filled and submitted along with other pre-requisites.
18. The Technical sanctions, Tender approval, shall be accorded for all the Check
Dams by the Minor Irrigation Department as per the below powers:

Commissioner of Tenders Above 1000

19. The works of Check Dams shall be executed by Minor


irrigation Officials only.
20. Any deviation during the execution may be informed tothe competent
authority and clearance shall be taken prior to the actual execution.
21. All the Check Dam works will be executed by calling Tenders only. Tenders
shall be invited on existing e-procurement platform on short notice by suitably
modifying the platform for floating Tenders of Check Dams and Off-Take
slulces separately.
22. In case of Direct Irrigation proposed from source, the above guidelines for
Check Dams are not applicable and for such cases, the Standard Guidelines
for Minor Irrigation Tanks/ Anicuts /Barrages may be followed.
Though the purpose of the scheme is to be demand driven, Hydrological and
Technical feasibility for the sites may be considered by the Department and also
consult the local people prior to taking for Implementation. The main emphasis on
selection of asite wllbe proper use of water through people's participation.
OEE TAKE SLUICES:
1. Off-Take slulces may be proposed on canals, nearby valley where the
canals of Project crossing that valley or passing nearby that valley to feed
the Tanks either In Chaln or stand alone.
2. A single Off-Take is to be constructed to feed the Tanks in a chain
Irrespective of no. of Tanks in that chain by examining the technical
vlability.
3. Joint inspection may be taken up by both the concerned AEE/AE of Major
and Minor Irrigation for fixing the location of the Off-Take point.

The vent way of the Off-Take sluice may be designed by considering the
60% of cumulatlve capaclty of Tanks which can be fed in that chain duly
consldering the Hydraulic Particulars of canal on which the Off-Take sluice
is propOsed.
5 Sill level of Off-Take may be flxed as per exlsting gulde lines.
6 Filling of Tanks may be taken up for a period of 15/30 days, depending
upon the availability of water in the project canals.
7. The link channel may be excavated from the downstream of the Off-Take
sluice to nearby valley (on which "TankS can be fed" are present), all along
the canalwithin the land already acquired for canal.
8. In some instances link canal has to be excavated through the patta lands,
in which case the consent of pattadars should be taken to excavate the link
canal. Land should not be acquired for this purpose, and no compensation
will be paid, since the filling of Tanks program has been taken by the
Government for the benefit of the farmers under the Tank. If they are not
willing to give their lands voluntarily for the excavation of Link canal /
Feeder channel, Off-Take sluice should not be taken up. The village
representatives shall be involved in this case.
In absence of a defined course of Nala, water released through the
Of-Take sluices may fl0od over the patta lands and finally reach the Tank
bed. In this case also no compensatlon will be paid to the pattadars for the
damages caused because of water flooding. In this case village
representatives should be Involved.

10. Upper reach Tanks in a chain shall be filed up to 50% of Its FTL
capacity
and then release the water to downstream Tanks. All the Tanks may be
filled completely (full) at the end of monsoon.

11 After filling the upstream Tanks to Its 50% FTL capacity, to release
water to
downstream Tanks of a chaln, necessary escape/release arrangements may
be provided in the Weir/Bund as per site conditions. To
execute these
sluices an estimate may be prepared by the Minor Irrigation Mandal AEE/AE
for all Tanks in a chain except last Tank. Provision for excavation of
leading
channel from Tank Bed to Welr may be included in the estimate as per slte
conditions, where ever it Is necessary and should be executed by Minor
Irrigation only after getting proper sanction.
12. Respective Major Irrigation officials shall release the water from
the canals
and Minor Irrigation officials shall ensure that all the Tanks in a chain are
filled in the above sequence.
13. Isolated Tanks under the off-Take sluices, should also be filled
subsequently, when Tanks in chain are being filled.
14. The Minor Irrigation staff should look after the operation and
maintenance
of Off-Take sluices regularly, speclally during filling of Tanks and flood
season.

15. Responsiblity to malntaln the water levels In Tanks shall be the


responsibilty of Dlstrlct Irrigatlon Offlcer I.e., Executive Engineer, Minor
Irrigation.
16. All the Off-Take Slulces may be executed Project wise/Distributary wise
with the existing Agency wherever possible OR on Tender basis as per the
actual necesslty to execute the works within the stipulated time.
17. Estimates of all the Off-Take Slulces may be prepared based on the
approved drawings from the competent authority by the concerned
Major/Medlum Project authoritles and shall be submitted to the Chief
Engineer, Minor Irrlgation for onward submission to the Government for
approval.
18. All the Off-Take Sluices should be executed by the Concerned
Maior/Medium authorities as they are the custodians of their Project
Distributary network.
