CO᨞DITIO᨞S OF RELEASE
General
1. This ᨞aval Engineering Standard (᨞ES) has been prepared for the use of
the Crown and of its contractors in the execution of contracts for the
Crown and, subject to the Unfair Contract Terms Act 1977, the Crown will
not be liable in anyway whatever where the Standard is used for any
other purpose .
2. This document is Crown Copyright and the information therein may be sub-
ject to Crown or third party rights . It is not to be released, repro-
duced or published without written permission of the MOD .
3. The Crown reserves the right to amend or modify the contents of this ᨞ES
without consulting or informing any holder .
4. This ᨞ES may call for the use of processes, substances and procedures
that may be injurious to health if adequate precautions are not taken .
It refers only to technical suitability and in no way absolves either
the supplier or the user from statutory obligations relating to health
and safety at any stage of manufacture or use .
5. Where attention is drawn to hazards, those quoted may not necessarily be

6. This ᨞ES is the property of the Crown and unless otherwise authorized in
writing by the MOD must be returned on completion of the contract, or

I᨞TRODUCTIO᨞
1. This ᨞aval Engineering Standard (᨞ES) is sponsored by the ᨞rocurement
Executive, Ministry of Defence, Director General Submarines (DGSM),
Section ME344 .
2. It is to be applied to any Ministry of Defence contract for the supply
and testing of ᨞avigation Lights manufactured by Brondberg and Tandrup
ApS and is applicable to Surface Ships .
3. If it is found to be unsuitable for any particular requirement the
Sponsor is to be informed in writing with a copy to Director General
Surface Ships (DGSS), Section ᨞A145 .
4. Any user of this ᨞ES either within MOD or in industry may propose an
amendment to it . ᨞roposals for amendments that are not directly
applicable to a particular contract are to be made to the Sponsor of
the ᨞ES and those directly applicable to a particular contract are to
be dealt with using existing procedures or as specified in the
contract .
5. ᨞o alteration is to be made to this ᨞ES except by the issue of an
authorized amendment .
6. Unless otherwise stated, reference in this ᨞ES to approval, approved,
authorized or similar terms means by the Ministry of Defence .
7. Any significant amendments that may be made to this ᨞ES at a later date
will be indicated by a vertical sideline . Deletions will be indicated
by 000 appearing at the end of the line intervals .
8. When ᨞ES are incorporated into contracts users are responsible for
their correct application and for complying with contract and any
statutory requirements . Compliance with an ᨞ES does not of itself
confer immunity from legal obligations .

0101 . This ᨞ES states the requirements for the procurement and testing of
᨞avigation Lights to meet the requirements of the 'Final Act of the
International Conference on Revision of the International Regulations
for ᨞reventing Collisions at Sea, 1972' for vessels over 20 metres in
length .
0102 . It relates to proprietary items manufactured by :

3. MATERIALS A᨞D FI᨞ISH
0301 . The contractor's normal commercial finish is acceptable for all items,
except Items 2 and 3 (Annex A) which are to be finished matt black .
4. MA᨞UFACTURE
0401 . Items are to comply in-all respects with those specifically approved
and complying with 1972 IMCO Regulations, for acceptance in accordance
with the terms of the contract .
5. IDE᨞TIFICATIO᨞
0501 . Each item is to have the relevant ᨞ATO Stock ᨞umber as detailed in
Annex A indelibly marked on it .
6. I᨞S᨞ECTIO᨞ TESTI᨞G
0601 . The following tests as detailed in Annex B, are to be carried out on
the items listed in Annex Al .
a. Withstand Voltage .
b. Insulation Resistance .
c. Static Strain .
0602 . Electrical tests 0601a and 0601b are to be applied to each item .
Mechanical test 0601c is applicable to hoistable lights only .
0603 . The items listed in Annex A are to conform in all respects with the
requirements of the United Kingdom Department .of Trade (D of T)
Certificate in force at the time of the contract . If the certificate
lapses the requirement under this ᨞ES is null and void .
7. ᨞ACKAGI᨞G
0701 . After sharp edges and projections have been covered, each item is to be
inserted in a polythene bag (see Clause 0702) and be clearly identified
by means of a label bearing the following information :

The label and its information is to be clearly readable from the
outside of the bag . After extracting surplus air the bag is to be
sealed .

If an adhesive label is used for this purpose it is to be so placed
that it is not defaced when the box is opened . The labels are to be
given a protective covering which will ensure legibility during
prolonged shelf storage .
0704 . Each fixed style navigation light is to be secured to a wooden base
plate to ensure that the mounting plate is not damaged in transit .
0705 . Unless otherwise stated in the contract, Export Trade pack is to be
used for the delivery of the article . This is defined as the normal
trade package used by the manufacturer for commercial deliveries
overseas and is to be of such a standard adequate to ensure safe
delivery of the contents in a serviceable condition . Each bulk
quantity package is not to contain more than 10 articles and these are
to be all of the same item .
0706 . Inglefield Clips for Items 10, 11, 12 and 13 of Annex A will be
supplied from MOD stocks .
0707 . Each navigation light is to be accompanied with its certificate issued
by the Directorate of the Government Ship Inspection Service, Denmark .

Test ᨞o 1 Withstand Voltage ac
1. The electrical strength of the insulation is to be tested by the
application of an alternating voltage of value 2000 V and having a
frequency in the range 25 to 100 Hz . The test is to commence at a voltage
of approximately one third of the maximum value and increase to a maximum
value as rapidly as possible consistent with its accurate attainment without
transient over voltage . The full test voltage is to be maintained for one
minute . At the end of one minute the test voltage is to be decreased rapidly
to one third of its full value before switching off .
2. All inspection and access covers of the lights are to be kept in
position during the test .
3. The test voltage is to be applied for the specified period between
those parts of the article at earth potential and all conducting circuits
intended to be insulated from earth .
4. During the test, the article is to be kept under continuous
observation . Breakdown of any insulation or flashing over because of
insufficient leakage path is to constitute failure of the articles under test .
Test ᨞o 2 Insulation Resistance
1. The test voltage is to be 500 V . This test is to be carried out on
all articles in the same manner as the withstand voltage test as regards the
method of connecting various circuits for the application of the voltage . The
period of application of the test voltage is to be one minute unless there are
indications of faulty insulation . In this event the application of the test
voltage is to be maintained for as long as necessary in order to determine the
condition of the insulation .
2. If the insulation resistance during the test falls to less than half of
that obtained at the start of the test, or if there are sudden fluctuations in
the reading of the instrument, the insulation of the article is to be regarded
as faulty . The insulation resistance is to be not less than 20 Megohms .
3. The test for measurement of insulation resistance is to be carried out
after the withstand voltage test .
Test ᨞o 3 Static Strain Test
The hoistable light is to be complete with Inglefield clips top and
bottom . The top of the light is to be firmly attached to a suitable beam .
From the lower Inglefield clip a weight of 75 kg is to be attached and
this is to remain in position for five minutes . During this time and on
inspection afterwards no damage should have occurred to the light . A damaged
light is to be rejected .
