MISSION

Gang Squad detectives collaborate with other members of law enforcement, community groups, and
schools. The squads closely monitor social media to identify members of gangs and crews, and
dismantle these organized criminal groups through actionable intelligence, targeted enforcement, and
coordinated federal and local prosecutions. Detectives also investigate gang activity, methods of
recruitment, and gang-motivated crime.

Detectives within this assignment are to cooperate with fellow department members and lead
investigations regarding violent street gangs.

The main focus of Gang Squad is to utilise surveillance over enforcement. Surveillance tactics are key
to uncovering webs of information pertaining to the illegal street activities of criminal groups.

(( MENTALITY & EXPECTATIONS

The Gang Squad is an elite unit that is meant to stand out in terms of roleplay and portrayal. Members
starting from probationary Gang Officers all the way up to command are expected to hold high
standards in regards to roleplay and portrayal, standing out as examples to each other and the rest of
the faction.

We will not condone any movie type portrayals. Strict consequences will be taken upon anyone for
lack of proper portrayal of a character or unrealistic behavior.

Roleplaying in the Gang Squad is roleplaying in a close-knit environment, one that encourages group
roleplay and passive roleplay among yourselves and others within the department and outside of it. ))

UNIFORM / DRESSCODE

Gang Squad detectives are expected to wear casual clothing, which includes but is not limited to,
denim jeans, cargo pants, loose shirts, jackets, hoodies, etc. A badge must be shown at all times,
whether it be hanging from a chain around the neck, on the waist, or on the vest worn.

Department issued vests are optional. Gang Squad detectives are expected to use their discretion
based on the context of situations and areas being targeted to decide whether or not the vest is worn.

Holsters can either be the thigh holster or a normal one on the waist.

COVERT OPERATIONS are to have no vests worn whilst conducting surveillance, or visible badges
from the neck when in the vehicle of choice. The badge needs to be easily accessible, however, and
the vest optionally kept nearby in the vehicle, if the detective chooses.

CALLSIGNS & PARTNERING

The following callsigns are to be utilised by Gang Squad detectives whilst conducting field work:

● 22 Gangs Lieutenant (LIEUTENANT)


● 22 Gangs Sergeant (SERGEANT)
● 22 Gangs 1 (DETECTIVE)
● 22 Gangs 2 (DETECTIVE)
● 22 Gangs 3 (DETECTIVE)
● 22 Gangs 4 (DETECTIVE)
● 22 Gangs 5 (GANG OFFICER)
● 22 Gangs 6 (GANG OFFICER)
● 22 Gangs 7 (GANG OFFICER)
● 22 Gangs 8 (GANG OFFICER)
● 22 Gangs Sam 9 (SURVEILLANCE)
● 22 Gangs Sam 10 (SURVEILLANCE)

Partnering is HIGHLY ENCOURAGED yet optional. The nature of the job requires partnered
detectives since dealing with gangs can lead to situations where one set of hands may not be enough.
It is understandable if there is a lack of availabilities.

ROLES, RESPONSIBILITIES & REQUIREMENTS

The following are the roles & responsibilities assigned to Gangs Squad individuals:

● Gang Officer (Probationary)

A probationary Gang Officer is new to the Gang Squad. They are expected to work
closely with detectives within the unit & gang officers that have passed their
probationary stage. A probationary Gang Officer's limitations & expectations are as
follows:

● MUST be partnered with another probationary Gang Officer or above


when conducting patrol under a Gang Squad callsign
● MUST remain in full duty uniform
● MUST utilise marked vehicles on patrol
● MUST conduct active ONLINE surveillance of social media
● MUST complete TWO WEEKS as a probationary Gang Officer before
being considered for a permanent assignment. Will not be considered
for permanent assignment unless minimal requirements are fulfilled
● MUST complete FOUR Investigation Reports (IRs), FIVE Person of
Interest Files (POIs) & contributed to the Gang Squad social media
network
● CANNOT conduct solo patrol under a Gang Squad callsign
● CANNOT conduct surveillance patrol
● EXPECTED to have high levels of investigative work throughout their
probationary period
● Gang Officer

A Gang Officer is an established and educated officer within the unit. This is someone
that has the intellect and knowledge to conduct work on gangs that is efficient and to a
high degree of quality. They are expected to work closely with detectives within the unit
& probationary gang officers. A Gang Officer's limitations & expectations are as
follows:

● MAY conduct solo patrol under a GANG callsign


● MAY conduct surveillance patrol with another Gang Officer or above
● MAY utilise marked or unmarked vehicles on patrol
● MUST conduct active ONLINE surveillance of social media
● MUST complete TWO WEEKS as a Gang Officer before being allowed
to apply for a Detective in Training position with the unit. The time is a
minimum requirement and exemplary work is still required.
● EXPECTED to have high levels of investigative work throughout their
time as a Gang Officer
● Gang Detective in Training

A Gang Detective in Training is a formerly established and educated officer within the
unit that is now making their way towards the coveted Detective rank within the unit.
This is someone that has the intellect and knowledge to conduct work on gangs that is
efficient and to a high degree of quality. They are expected to work closely with
detectives within the unit, as well as the rest of the unit as a whole. A Gang Detective
in Training's limitations & expectations are as follows:

● MAY conduct solo patrol under a GANG callsign


● MAY conduct surveillance patrol with another Gang Officer or above
● MAY conduct patrol under a Gang Squad callsign in plain clothes with
another Gang Detective in Training or above
● MUST conduct active ONLINE surveillance of social media
● MUST complete TWO WEEKS as a Gang Detective in Training before
being allowed to progress towards the Detective rank within the unit.
Advancement to the rank will be based on exemplary work, both quality
and quantity.
● EXPECTED to have high levels of investigative work throughout their
time within the unit
● Gang Detective

A Gang Detective is the most coveted position within the unit. This is someone that has
the intellect and knowledge to conduct work on gangs that is efficient and to a high
degree of quality and possesses seniority over the rest due to the time and work they
have put in to get to this stage. They are expected to work closely with everyone else
within the unit and lead by example. A Gang Detective's limitations & expectations are
as follows:

● MAY conduct solo patrol under a GANG callsign in either plain clothes
or marked
● MAY conduct surveillance patrol solo
● MUST conduct active ONLINE surveillance of social media
● EXPECTED to have high levels of investigative work throughout their
time within the unit

GANG RELATED CRIME

Distinguishing whether a crime is gang-related or not is done by taking into consideration the
individuals involved and whether or not they are affiliated with a gang, or members. Any crime
committed by someone that is a gang member, or affiliated to a gang, is considered a gang-related
crime.

Other factors can distinguish whether a crime is gang-related or not, such as:
● Based on the opinion of a qualified Gang Squad detective or the specific
circumstances surrounding a crime
● When the suspects participating in the crime are wearing apparrel, donning body
markings or using symbols that are representative of affiliation to a gang

There is no one-hundred percent requirement to determining the crime was gang-related, most of the
time a detective will use their judgement and knowledge of the context and circumstances to
determine as such.

The same knowledge and factors are to be applied with murders. A Gang Squad detective will be
responsible for determining whether a murder is gang-related or not.

GANG INVESTIGATIONS

INTRODUCTION

The following pieces of information will grant investigation techniques and ideologies that will assist in
the consistently dynamic nature of gang culture and the investigations pertaining to such. Such
information will be used to lead towards successful outcomes of gang-related investigations.
Investigators are to make sure that they investigate with confidence and educate themselves
continuously.

INVESTIGATIONS

A Gang Squad detective will find themselves taking part in investigations that can include other
departmental units or law enforcement entities. Crimes of all sorts can relate to each other, and an
investigator will find themselves going from vandalism crimes to assaults or murders. Gangs explore
all sorts of crimes, specifically, whatever brings in the quickest cash and crimes that further a war
between two groups. One piece of graffiti on a wall could reveal information such as who, what gang,
and what happened based off of three or four words. Gangs are open about their work, prideful in
their affiliation and ignorant to the continuous nature of law enforcement investigations. An
investigator will use this to their advantage.

A lot of gang-related crimes will be committed by juveniles. An investigator may find themselves
investigating a double murder that was perpetrated by a juvenile that is half their age. When dealing
with such situations, an investigator must remain cautious and keep in mind the lengths that a young
individual may go to in order to prove their reputation and affiliation.

Detectives have many resources at hand to conduct investigations, anything from patrols that are
directed and targeted at certain groups, to social media, to surveillance tools and covert operations. It
is up to the Gang Squad detective to determine which is the most efficient for whichever part of their
investigation they are carrying out.

IDENTIFICATION & TARGETING

Investigations all start from information being received relating to a specific crime or group. This can
either be through anonymous tips, jobs, patrols, surveillance or covert operations. Initiating gang
investigations begins from the identification of the problem at hand. This could be an active
prostitution ring, a drug problem in a specific area, or even an increase in shootings. There are
various examples. The information then needs to be validated by an investigator and based on the
validity, further courses of action can be decided by the investigator and an investigation pursues.
Surveillance and the gathering of intelligence allows for various amounts of specified information to be
received. This can lead to the identification of a gang's name, its members, leadership, structure,
active cliques, rivalries, alliances and crime-specific groups within (arms trafficking rings, drug
trafficking rings, etc.) Active enforcement on the street can only do so much in terms of furthering
investigations, whereas active surveillance can be key to building and concluding large-scale cases
that can diminish the structure of a solidifed gang.

An investigator must look to achieving the following bits of information in relation to gangs:

● Identification of the gang & its history


● Identification of the gang's specialties/activities
● Turf & common places they hangout at
● The level of violence the gang conducts
● What weapons are used (melee, pistols, long arms)
● What drugs they are involved in (whether for self-use or sale)
● The gang's alliances & rivalries
● Is the gang involved in the commission of crimes local to their turf, or outside their area

Once the identification of such aspects is conducted, action then needs to take place. Targeting a
specific group at once, or a specific enterprise, can lead to active investigations on active criminal
groups which can further prevent widespread gang-related crime. Ensure you are targeting what is the
most active and problematic. This can be done in a plethora of ways:

● Once understanding the scope of the gang and its activities, decide on a solution or a
method of investigation that will leave a last longing impact. Making one arrest for
possession will do little, but investigating who supplied the drug and its origins will
create a large scale investigation
● Liaise with other units within the department as necessary based on the crimes and
groups involved. Some gangs can end up involved in or affiliated to organized crime for
example
● Target the top personalities of the group you are investigating, identify their roles and
see if you can establish a chain of connections. Taking down leadership figures causes
a power vacuum and most times exposes more information pertaining to the group's
activities due to recklessness
● Identify as many involved individuals as possible
● Smaller time affiliates and associates should be targeted for information, whereas
members within a gang should be prioritised when targeting for specific crimes
● Use social media to your advantage. Social media can be the start, body and end of
many cases when it comes to gangs.

TOOLS & TACTICS

With a plethora of tools & tactics available for an investigator to utilize, there is no set, direct method
on investigating. Detectives have reached their position due to their knowledge, active policing and
investigative work, even more for Gang Squad detectives. Persistent and consistent police work is
one of the major tactics. Keeping information in the databases available to the Gang Squad detectives
up to date is pivotal when for future investigations. Detectives are encouraged to keep their own files
as well as others' up to date if they see the opportunity to update and file new information.

The utilization of fellow agencies and interdepartmental units is encouraged, as anyone can come
across the information that a Gang Squad detective may require. Establishing and maintaining good
relations with fellow officers & various different individuals within the department as well as outside it
will be a major key towards contributing further to any investigations.

Gang Squad detectives must take it upon themselves to remain up to date with current trends in the
areas they work. They must do their best to be aware of gangs and their dynamic culture,
understanding who may be on bad terms at the moment, who is known for what, what areas belong to
who and various other components that relate to their criminal activity (weapons used, drugs sold,
etc.) Warrants are a Gang Squad detective's major tool. If detectives become accustomed to writing
warrants, they can achieve various types of warrants on different individuals which can expose further
information pertaining to gang activity. This can lead to search warrants, arrest warrants and even
surveillance warrants on electronic devices.

GANG GRAFFITI

Graffiti is a major part of gang culture. It is their pride, their representation and their claim to 'turf'.
Graffiti can reveal information such as aliases, crimes committed, gangs in the area, and active wars.
While detectives are not expected to log and investigate every piece of graffiti as most are simply
representation graffitis where an individual will spray their moniker on the wall, they are encouraged to
log the ones that could relate to crimes being committed, changes in turf or new gangs and cliques
being involved. Investigators will use their judgement to determine the importance of a piece of graffiti.

GANG DATABASE

The Gang Database is a system that Gang Squad detectives utilize to successfully log individuals that
are members or affiliates of a gang. It is essential that detectives still create POIs on these individuals,
so that a record is successfully kept on both ends. This database is essential to be kept up to date
and utilized at any chance given. Ensure you provide evidence pertaining to such, such as photos of
tattoos, of symbols being shown, apparel worn, etc. If any individual admits to it, simply state such
when logging the record. Any of the following clauses can be used to determine if an individual is a
gang member:

● A. Person has been ruled to be a gang member by a court


● B. Person is marked in any permanent way with gang affiliated markings (e.g. tattoos,
branding, scaring)
● C. Person has admitted to being a gang member (self-proclamation)
● D. Person has been arrested with known gang members for offenses consistent with
gang activity
● E. Person has been identified as a gang member by a reliable confidential
informant/source registered by the law enforcement agency
● F. Person has been documented associating with recorded gang members
● G. Person has been documented displaying gang symbols and/or hand signs
● H. Person has been documented by law enforcement frequenting gang areas

INTERROGATION TECHNIQUES

● Tenacity is key in interrogations. Suspects will often state that they do not know, or are
unsure. Do not readily accept such answer, yet press them for further information in a
manner that is considered lowkey. Aggressive yet sleek.

● Ensure that the evidence available is taken into account, the crime scene relating to
the incident and all factors are analysed prior to conducting any interrogation. This will
assist an investigator with pointing out contradictions and leading a suspect towards
telling the truth about the situation. This will also allow you to relate to the suspect in
what they are saying. Piecing together a scene can provide a scope of the incident
before, during and after interrogations take place.

● Every fact relating to the crime is required from the suspect. Do not settle for less, or
few. A common tactic used in the interrogation room is by starting off the questioning
by asking the suspect to guide you through their day, from the time they woke up. This
creates a concept of time within the investigation and allows the investigator to better
piece together a chain of events. As the suspect slowly makes their way throughout
their day, explaining however much they do, they now are less confident and
whichever narrative they were going to play (if they were going to lie). At this point the
suspect will have to think twice before speaking, discouraging them from lying as the
investigator is aware of any potential contradictions if they were to speak a lie, whilst
also being recorded. Throughout this longer process, the suspect's body language can
be analysed which can point out when they are potentially lying.

● An investigator should aim to work towards having the suspect provide self-serving
statements. This can be done by encouraging the suspect's ego and personality and
their gang's notorierty. Through using such tactics, a suspect may opt to boast amid
the interrogation, playing into the notion whilst the weight of the incident is heavily
reduced. Then, the suspect may slip up when questions such as, "I'm sure you had no
intention of beating him to a pulp, right?" are asked. At this point the suspect believes
they have an out, as though the detective is sympathising with them.

● After an interrogation, either a confession or the suspect's version of events will be
received, which the investigator is still meant to investigate further in order to disprove
any statements or stories. At this point various contradictions may be found and used
against the suspect in court. Having all your evidence, all potential witnesses, and all
investigations pertaining to the crime sorted will allow a detective to better present a
case at court, solidifying its legal backbone.

SOCIAL MEDIA

Social media is a thriving tool for investigators to use. With gang culture being violent and rowdy,
individuals are constantly bragging and putting on show the various crimes they commit. All Gang
Squad detectives are expected to monitor social media daily with fake accounts in order to maintain
an eye out on gangs and identify who is who and what is happening.

The following guidelines must be met with FaceBrowser accounts:

● You must pose no affiliations to no gangs on your fake profile despite it being fake.
This includes names, slurs, clothing, photos of other gang members, symbols, etc.
● You must not be depicted in any photos, irregardless of a covered face or not.
● You must not provoke any violence.
● You must not comment or interact with any gang members directly on FaceBrowser
unless an operation is permitted by the unit leaders.

GANG SQUAD MANUAL


Liberty City Police Department's Gang Squad is a 1:1 representation of New York Police
Department's Gang Squad. We aim to create an environment that closely replicates the gritty
nature of a highly controversial and often underfunded assignment.

On the 19th of November, 1971 - The New York Police Department established an Organized
Crime Control Bureau (OCCB) which held many divisions under its command, the most notable
being the gang division. Following a string of lawsuits involving over-policing, police brutality, and
corruption - the OCCB was forcibly closed in March 2016.

Following the closure of the OCCB, the Detective Bureau was restructured, establishing a unified
command for all investigatory operations to further reduce crime in New York City. Under the
reorganization, detective borough chiefs oversee investigations conducted by the precinct
detective squads, as well as narcotics boroughs, vice modules, and gang squads, providing full
integration of investigative efforts in each of the eight borough commands.

Gang Squad detectives collaborate with other members of law enforcement, community groups,
and schools. The squads closely monitor social media to identify members of gangs and crews
and dismantle these organized criminal groups through actionable intelligence, targeted
enforcement, and coordinated federal and local prosecutions. Detectives also investigate gang
activity, methods of recruitment, and gang-motivated crime.

Members of the Gang Squad are often subject to a variety of ritualistic hazing upon entry into the
assignment. This is done by members to forcibly reaffirm a sense of solidarity and create a
unified team. Mainstream media constantly criticizes the NYPD's Gang Squad for their numerous
individual complaints of alleged over-policing tactics. Since 2010, both Brooklyn South and
North's collective officer-filed allegations reached an all-time high of 218 individual complaints,
which often included Abuse of Authority, Discourtesy, Unlawful Force, and many other classes.

Aspiring detectives would be fairly aware that Gang Squad is an undesirable assignment
compared to other cushy postings. It's widely known for its controversies and allegations spread
by the media. Said aspirant would need to be mentally prepared for the types of crime
investigated by the Gang Squad. A level of corruption is not needed to apply for this assignment,
but your character must be realistically portrayed to fit seamlessly within the detective-grade
posting.

MUST READ

As this assignment closely interacts with the illegal faction community, it's important that
detectives have an open-minded attitude when roleplaying with gang factions. They are to
remain respectful of their roleplay, and must always be willing to take a loss in situations. Never
are detectives promoted to infringe on their roleplay and prevent them from enjoying the server. If
a detective within Gang Squad is caught doing this, they are subject to immediate removal and
admonishment.
