Research and Extension at BSU: Overview

Research and extension have long been core functions of Benguet State University, dating back to its origins as a farm school in the 1920s. Currently, the Office of the Vice President for Research and Extension supervises research centers and institutes as well as extension services. The Office of Extension Services aims to promote knowledge transfer to empower communities through training programs, technology demonstration, information dissemination, and monitoring. It coordinates with the Office of Research Services, which manages experiment farms and resources, and monitors research activities. Both offices work to generate and apply knowledge that benefits society through sustainable technologies.

Research & Extension

Research and extension have always been considered as inherent functions of the
Benguet State University even when it operated only as a farm school in the 1920's.
Back then, students were inculcated with the love of scientific inquiry and ingrained
with the commitment to serve their communities well, not being only excellent
examples of what a successful farmer should be; but also by persisting in carrying
out genuine agricultural development in the countryside.

Presently, the OVPRE supervises the activities of the Office of the Research
Services, the Office of Extension Services, and the different Research
Centers/Institutes. In addition, the OVPRE coordinates with the Highland Agriculture
and Resources Research and Development Consortium (HARRDEC), which is
based at BSU.

      A dynamic sector in the University promoting sustainable technologies of
international standards to empower communities
Mission
      To lead strong and excellent research and extension culture through knowledge
creation and dissemination
Goal
     To generate and utilize knowledge and technologies in order to enrich/enhance
the academic programs and income generating projects of the University and
sustain and empower communities
Objectives
a. Generate, develop and verify technologies responsive to the needs of the clients;
b. Disseminate, incubate and commercialize mature and appropriate technologies
developed;
c. Protect, manage and commercialize generated intellectual properties;
d. Publish R and E outputs in refereed/indexed journals;
e. Conduct relevant and timely trainings and outreach activities in the communities;
f. Expand and strengthen local and international linkages/partnerships;
g. Promote professional growth and strengthen the capabilities of R and E personnel
and students;
h. Upgrade facilities;
i. Enhance RDE governance through updating of R and E policies;
j. Generate revenues from research outputs and extension activities to augment
RDE funds.

Office of Extension Services (OES)


The Office o f the Extension
Services spearheads the promotion, transfer, adaptation and utilization of
knowledge and technology generated, verified, and adopted by the University

Vision
A dynamic and responsive Extension program in a changing environment.

Mission
The extension services of the university is anchored on bridging the gap between
technology generators and users of technology.  

A.    Training and Outreach Division


Functions:
• Conducts trainings for farmers and other stakeholders;
• Conducts outreach programs in the service areas of BSU; and
• Conducts quick response services as needed.

B.    Technology Diffusion and Commercialization 


Functions:
• Pilot and showcase mature technologies on- and off- stations and recommends for
commercializtion; and
• Spearhead the operations of the BSU International Guarantee System (BIGS)
Center.

C.    Technology Packaging and Information Dissemination


Function:
• Package technology and information for dissemination and utilization in appropriate
language, forms and channels;
• Spearhead the publication of the "Rangtay" and other IEC Materials; and
• Spearhead the management of the BSU-on-the-Air Radio Program

D.    Monitoring and Evaluation Division


Function:
• Conduct regular monitoring and evaluation of extension programs/projects of the
OES, various colleges, campuses and R and E centers/institutes;
• Maintain a database of extension programs/projects of the University; and
• Perform other tasks that may be assigned by the OES Director.

ffice of Research Services

The Office of the Research Services promotes the generation and utilization of
technologies for the benefit of the society, to manage the university experiment
farms and resources therein, and to coordinate monitoring and evaluation of
research and development activities.

Divisions 
1. Experiment Farms and Resources Management Division
     • Prepare plans and programs for the allocation and utilization of the
experimental area
       including all structures, equipment and machineries therein;
     • Ensure overall cleanliness and orderliness of the experimental area including all
structures therein;
     • Facilitate the collection and remittance of land rentals and incidental income
form research;
     • Submit quarterly report to the Director of Research Services.
2. Data Processing Division
     • Provide data processing services to R and E personnel and students; and
     • Coordinate and/or conducts trainings and seminars on research designs and
statistical analysis.
3. Monitoring and Evaluation Division
     • Coordinate the conduct of annual and year end agency in-house reviews and
ensure that the comments and suggestions are given to researchers for
incorporation and compliance;
     • Undertake the quartely monitoring of on-going projects and submit report to the
VPRE;
     • Submit and present quarterly M and E findings to the REXECOM
