PRESENTATION, ANALYSIS, AND INTERPRETATION OF DATA
This chapter presents an analysis and interpretation based on the data
gathered. Its findings were based on the data gathered by the researcher to the
respondents through survey questionnaire. The data were carefully analyzed,
presented and interpreted.

Table 1.1 shows the level of awareness of the BDRRMC in disaster risk
reduction in terms of disaster prevention and mitigation. It was clear that indicator 3.2
got the highest mean of 4.10 which indicates that most of the respondents were much
aware that BDRMMC provided a fund appropriated and utilized for mitigation
measures. It was followed by indicator 3.1 which has a mean of 3.92. This means that
the respondents were much aware that BDRRMC provided a disaster prevention and
mitigation measure integrated/ mainstreamed in the local development plan. On the
other hand, indicator 1 got the lowest mean of 1.24 which indicates that most of the
respondents were not aware that BDRRMC provided a hazard maps, vulnerability, risk
maps, and prominently displayed.
Overall, it has a weighted mean of 2.77 which indicates that most of the
respondents were aware about the disaster prevention and mitigation provided by the
BDRRMC. The purpose of this thematic area is to limit the degree of human and
material damage caused by disasters, as well as to ensure that disasters or
emergencies are not caused by human activity or natural occurrences. To achieve this
goal, the barangay must also provide a map (Hazard maps, Vulnerability maps, hazard
maps, and prominently displayed maps) so that people are aware of which areas are
dangerous and should be avoided during a disaster. The early warning system must be
practiced and followed in accordance with the law that provided under the RA. 10121.

Table 1.2 shows the level of awareness of the BDRRMC in disaster risk
reduction in terms of disaster preparedness. It was clear that indicator 1.3.1 got the
highest mean of 4.70 which indicates that most of the respondents were very much
aware about the search and rescue and medical provided by the BDRRMC. It was
followed by indicator 1.5 which has a mean of 4.69 this means that the respondents
were aware that BDRRMC provided a pre-positioned stockpile of relief goods (food and
non-food) or negotiated agreement with local suppliers. On the other hand, indicator
1.2 got the lowest mean of 1.89 which indicates that most of the respondents were
slightly aware on the organizational chart provided by the BDRRMC.
Overall, it has a weighted mean of 3.99 which indicates that most of the
respondents were much aware about the disaster preparedness provided by the
BDRRMC. This thematic area is about community preparation and participation and the
participatory approach is the best way to make the community aware of how vulnerable
it is. Therefore, BDRRMC needs to encourage the participation of people to effectively
respond to disasters and emergencies. This is the essence of Republic Act 10121.

Table 1.3 shows the level of awareness of the BDRRMC in disaster risk
reduction in terms of disaster response. It was clear that most of the indicators were
described as much aware. Among these indicators, indicator 1.6 got the highest mean
of 4.37 which indicates that most of the respondents were much aware that the
BDRRMC was ready to provide transportation for evacuation in case of disaster. It was
followed by indicator 1.4 which has a mean of 4.31. This means that the respondents
were much aware that the BDRRMC provided a determination of clinics, hospitals and
RHUs to address any medical emergency. On the other hand, indicator 1.5 has the
lowest mean of 3.44 this means that the respondents were aware that BDRRMC
provide a list of sites and centers/maps for evacuation sites.
Overall, it has a weighted mean of 3.89 which indicates that most of the
respondents were much aware about the disaster response provided by the BDRRMC.
This shows that they are equipped with barangays and can demonstrate their skills in
the event of a disaster. Based on those definitions and BDRRMC performance,
effective disaster response is implemented through an effective disaster or emergency
management system. This figure clearly shows that barangays work well in the event of
a disaster and practice what to do in the event of a disaster. As mentioned earlier,
community participation is required to effectively implement policies and programs. All
the decisions and actions that society makes make it more vulnerable or resilient to
disasters. Training on how to respond appropriately to emergencies can help
barangays be effective in disaster relief. This means that effective disaster risk
reduction leads to effective disaster response. Therefore, a successful response
measurement is an indicator of successful readiness. This demonstrates the
importance and interdependence of the individual subject areas. Barangay
performance in one area affects their performance in another. This also applies to
disaster relief. If people know what to do and follow prescribed early warning and
evacuation procedures (disaster preparedness), the need for emergency services and
public assistance in the event of a disaster will be reduced (disaster response).

Table 1.4 shows the level of awareness of the BDRRMC in disaster risk
reduction in terms of disaster rehabilitation and recovery. It was clear that all of the
indicators were described as aware. Among these indicators, indicator two (2) has the
highest mean of 3.37 this means that the respondents were aware that BDRRMC was
conducting damage and needs assessment. This was followed by indicator three (3)
which has a mean of 3.32 which indicates that most of the respondents were aware of
the status of projects in the recovery plan provided by the BDRRMC. On the other
hand, indicator one (1) has the lowest mean of 3.31. This means that the respondents
were aware that BDRRMC make an effort that will mitigate the impact of future disaster.
Overall, it has a weighted mean of 3.33 which indicates that most of the
respondents were aware about the disaster rehabilitation and mitigation provided by
the BDRRMC. Here, the ability of the barangay to return to normal is important for
whether the barangay's preparatory activities are sufficient to make the community
resilient. Therefore, rehabilitation and recovery requires not only the effectiveness of
BDRRMC, but also the resilience of the entire community. This is only achieved if
BDRRMC effectively carries out pre-disaster activities that are prioritized by law.

Table 2 above shows the level of satisfaction in the implementation of barangay
risk reduction management council. It was clear that among the four indicators, disaster
preparedness has the highest weighted mean of 3.99, this means that the respondents
were more than satisfied in the implementation of BDRRMC. This further reveals that
respondents were much aware that the barangay established a DRRM committee and
capacity development for the community and stake holders. This was followed by
disaster response with a weighted mean of 3.86, this means that the respondents were
more than satisfied in the implementation of BDRRMC. The disaster rehabilitation and
recovery has a weighted mean of 3.33 this means that the respondents were satisfied
in the implementation of BDRRMC. On the other hand, disaster prevention and
mitigation has the lowest weighted mean of 2.77, this means that the respondents were
satisfied. Disaster prevention and mitigation also got the lowest standard deviation of
2.30, this means data are clustered around the mean. This also further reveals that
among the four indicators the barangay risk reduction management council should
focused on the disaster prevention and mitigation.
The results of this study clearly show that performance measurement is an
integral part of the successful operation of performance management in public services.
BDRRMC's performance in four subject areas is reflected in the effectiveness of the
organization, R.A. 10121. In order for a policy to be evaluated by the community,
sufficient public participation in decision-making at the local level is required to ensure
that the main purpose of the policy reflects the concerns of the community, is
necessary. This guarantees effective implementation and performance of the barangay.
