CHAPTER V
SUMMARY OF FINDINGS, CONCLUSIONS AND RECOMMENDATIONS
This chapter summarized the findings of the study and presents the conclusion and
recommendation.
Summary of Findings:
This study aims to assess the compliance of solid waste management system in coastal
area of three barangays in Balayan, Batangas with accordance to RA 9003.
1. The present status of waste management in coastal area of three barangays in
Balayan, Batangas in terms of:
Segregation
MRF was efficient for the implementation of SWMP of three barangays,
especially in the segregation of solid wastes.
Most of the residents have a compost pit and the disposed waste in the compost
pit is not segregated and upon accumulation, waste is burned.
The residents do not practice a proper segregation of waste.
Storage
The bins for recyclable, bio-degradable, and non-biodegradable are not sufficient
in the three barangays.
Transfer/Transport
Collecting of waste every day is not properly done by the given schedule of the
municipality.

Municipality of Balayan has no transfer facility as of this time.
Coastal areas of three barangays do not receive collecting service.
Treatment
There have existing MRF in three barangays but there are not properly used.
Open dumping and open burning of waste were widely practiced in three
barangays.
Reusing and recycling of waste are slightly practiced in three barangays.
Segregating of waste is not fully practiced in three barangays.
Disposal
Dumping of waste, open burning and pit method are widely practiced in three
barangays.
Most of the residents of three barangays create their own compost pit.
Disposed wastes in compost pit are not segregated and upon accumulation the
waste is burned.
2. Quantity of solid waste generated in coastal area of three barangays in Balayan,
Batangas
The total solid waste generated in coastal area of Barangay 10, 8.66 kg a day is
biodegradable waste and yard waste was the most generated. A 9.09 kg of recyclable materials
was generated that should be recover and can be processed to anything that is useful. 21.89 kg is
residual waste and the highest average of 0.53 kg a day is the special waste. Then the total solid
waste generated in coastal area of Barangay 4, 11.73 kg a day is biodegradable waste and yard
waste was the most generated. A 9.85 kg of recyclable materials was generated that should be

recover and can be processed to anything that is useful. 18.74 kg is residual waste and the
highest average of 0.93 kg a day is the special waste. While the total solid waste generated in
coastal area of Barangay Navotas, 13.52 kg a day is biodegradable waste and just like from other
Barangay, yard waste was the most generated. For recyclable materials with an average weight
of 14.75 kg that can be processed for another purpose and should be recover. In residual waste,
Barangay Navotas got an average weight of 17.84 kg and special waste with an average weight
of 0.89 kg.
3. Recommend action plan to provide improve solid waste management system.
The researchers found out the condition of the existing Solid waste management system
in coastal area of three barangays in Balayan, Batangas that come up with a proposed action plan
to improve the system of each barangay regarding their solid waste management. The proposed
solid waste management plan is to prevent or reduce waste generation and its harmfulness, and
secondly to recover waste by means of recycling, re-use or reclamation or any other process with
a view to extracting secondary raw materials. The local government of Balayan, Batangas should
ensure that waste is recovered or disposed of without risking the human health and without using
processes or methods which could harm the environment. They shall also take the necessary
measures to prohibit the abandonment, dumping or uncontrolled disposal of waste especially in
coastal area.
Conclusion
Based on the findings, the following conclusion is presented:
From the responses in the survey questionnaire to determine the solid waste practices in
coastal area of three barangays in Balayan, Batangas, the researchers concluded that:

1. Lack of knowledge about proper segregation of waste.
2. The residents of three barangays do not practice segregation so that the collectors
didn’t collect their waste resulting into pile of garbage along the collection area.
3. The coastal area of three barangays are those area that do not receive collecting
services that’s why residents often practice dumping of waste, open burning and pit
method.
4. The MRF of the three barangays are not properly used, it serves as a big garbage can
with unsegregated waste.
5. The Municipality of Balayan has a daily schedule of collecting waste within
Poblacion area and other barangays but collecting of waste every day is not properly
done by the given schedule of the municipality.
6. Open dumping and open burning were widely practiced in the coastal area. Most of
the residents create their own compost pit. Disposed wastes in compost pit are not
segregated and upon accumulation the waste is burned.
Based on the WACS conducted by the researcher’s large amount of waste generated in
the coastal area of three barangays in Balayan, Batangas. In barangay 10, (22%) is biodegradable
waste, (23%) is recyclable waste and residual waste has the highest percentage (53%) among
other classification. While, special waste has the lowest percentage (1%). In barangay 4, (29%) is
biodegradable waste, (24%) is recyclable and residual waste has the highest percentage (45%)
among other classification. While, special waste has the lowest percentage (2%). In barangay
Navotas, (29%) is biodegradable waste, (31%) is recyclable waste and residual waste has the
highest percentage (38%) among other classification. While, special waste has the lowest
percentage (2%).

In the proposed action plan, segregation of waste in the municipality is the most
challenging component of a solid waste management program as it deals with influencing
individual attitude and behavioural change .Segregation is most efficient when it is done at
source. Least cost is involved, safer, and when done by waste generators themselves, waste
diversion is most likely sustained. The action plan is proposed by the researchers is aligned to the
10 Year Solid Waste Management Plan of the Municipality of Balayan, Batangas.
Recommendation
The following recommendations are made after the analysis of findings and conclusions.
Diversion of waste should be practice in the area to lessen the generated amount
of waste. The large amount of generated waste within the municipality is
biodegradable and recyclable. Solid waste management should be a priority of the
local government of the three coastal barangay. Seminars should be conducted
about the proper handling of waste to enhance the education and information
campaigns on what could be the harmful effects of the improper handling and
disposal of waste to health, sanitation and environment in order to provide a
greater opportunity for the people to participate and contributes in maintaining the
environmental sanitation in the municipality.
The Barangay more specifically the coastal area should prepare environmental
projects that will encourage the locals to participate and cooperate on the SWMP.
The barangay should provide trash bins to the residents to practice segregation.
The Barangay should allocate pick-up points in every street.

For the future, researchers may provide a study and design of a Material Recovery
Facility for the municipality.
The Municipality of Balayan should implement the practice of “NO PLASTIC
POLICY”
The Municipal Ordinance regarding Solid Waste Management should strictly
implement in every Barangay.
