How to Calculate Property Tax in Visakhapatnam
Do you know how to calculate property tax in India? Each state has their own rules for property tax. The state of Andhra Pradesh estimates property tax based on a property’s Annual Rental Value (ARV). ARV is a property’s rental value derived from several factors, not the actual rent amount collected from a property.
Are you wondering about the factors determining your property's annual rental value? Let’s look at the parameters that regulate the ARV of a property.
-
Status of property: It states whether a property is residential or non-residential.
-
The property’s age: Newer properties attract a higher rate of tax than the older ones, in Visakhapatnam.
-
Plinth area: It refers to the covered built-up area of a property. The plinth area includes the entire occupied area of a property, including internal and external walls.
-
Zone: GVMC is divided into 8 zones, namely the following:
Zone 8: Bheemunipatnam
Zone 7: Anakapalle
Zone 6: Vepagunta
Zone 5: Gajuwaka
Zone 4: Gnanapuram
Zone 3: Suryabagh
Zone 2: Asilmetta
Zone 1: Madhurawada
-
Additional factors: Other factors, such as the type of construction, size, condition and proximity to landmarks and other relevant amenities of a property affect its property tax.

Vacant Land Tax (VLT) Enforcement
The aggressive implementation of the Vacant Land Tax (VLT) framework represents a core component of GVMC’s modernized revenue recovery model. Recognizing that vast tracts of unutilized urban plots were under-reporting structural dimensions or escaping the municipal tax net entirely, the civic body deployed ward-level auditing teams backed by updated geospatial property inspections.
This coordinated push was highly successful, securing nearly INR 84 crore in direct VLT collections from the Visakhapatnam zone alone during the latest fiscal year. Under the current municipal regulations, open land layouts situated inside municipal boundaries are subjected to a fixed annual assessment:
-
The Baseline Rate: Vacant Land Tax is calculated as a flat 0.5% of the land’s capital market value, as registered and periodically updated by the state registration department.
-
The Penalty Trap: Failing to register an open plot or delaying annual payments triggers an automatic compounding penalty of 2% interest per month on the outstanding balance.
-
Construction Shift: Once an owner completes a residential or commercial build on a previously vacant plot, they must immediately submit an online Addition/Alteration petition via the CDMA portal to officially transition the asset from VLT to standard House Tax scheduling.
