Bhubaneswar Development Authority Upcoming Projects
There are many new projects lined up for the city:
1. Ekamra Residency
Ekamra Residency in Subuddhipur is one of BDA's major upcoming projects. This residency will have over 700 apartments. This 14-storey complex will include 416 two-bedroom flats and 288 three-bedroom ones.
Residents will get access to a gym and a clubhouse. A rooftop swimming pool will also be included.
BDA also plans to build 300 affordable homes nearby for lower-income families. This will give people from different income groups better housing choices in the city.
A huge 90-acre urban forest named 'Ananda Bana' is also being developed in this area. This green space will give residents a calm place to relax and enjoy nature.
2. Khordha Market Complex
BDA is also working on a market complex in Khordha. It is planned to relocate around 600 shopkeepers. The project will come up near government land at Habeli Pond, covering 2.16 acres.

3. Bhubaneswar Town Centre (BTC)
The Bhubaneswar Town Centre Project will be the city's first planned Transit-Oriented Development. It is a major part of the Bhubaneswar Smart City Proposal (SCP). It also plays a central role in the city's Area-Based Development plan.
Spread across 12 acres, BTC is located west of the railway tracks near Master Canteen Square. It has direct access to Janpath Road, the city's main commercial route.
BTC will be a Multimodal Hub, making use of the railway station’s expansion. It will focus on transit-friendly and pedestrian-friendly spaces. The project will also encourage private investment to upgrade the area’s infrastructure.
4. Complete Streets Project
Bhubaneswar is following the Complete Streets approach under the Smart City Plan. The aim is to give equal space to pedestrians, cyclists, public transport, and vehicles. Streets will be designed to meet the needs of all users while following a clear system of road types.
Like many Indian cities, Bhubaneswar's streets have changed over time to keep up with growing traffic and shifting travel patterns. This has led to congestion and other traffic issues.
To fix this, BDA has created Street Design Guidelines to bring consistency to road planning. These guidelines are now awaiting approval from the Works Department.
A total of 120 km of roads have been identified for improvement. In the first phase, 40 km of priority roads will be redesigned.
The Janpath streetscape (5.5 km) and Sachivalaya Marg streetscape (9.5 km) are already being developed. Plans for Bidyut Marg (5.5 km) are also ready. Cycle tracks are being built along priority roads to promote walking and cycling.
BDA and CRUT are upgrading the city’s bus service to improve public transport. 200 new buses will be introduced, and bus routes are being finalised to make travel easier for everyone.
5. Heritage Signage Project
Ekamra Kshetra has been marked as a heritage zone in the Comprehensive Development Plan for BDPA 2010. To improve visitors' experience, BDA has drafted Heritage Signage Guidelines for this area.
The goal is to provide clear and useful information about heritage monuments in a way that looks good and stays consistent across all sites. This will help create a uniform and attractive look while removing unnecessary and confusing signs.
The guidelines were approved in the 136th Authority Meeting of BDA. They will be implemented once the State Government gives the final approval. The plan includes setting up standard signs for directions, locations, maps, facilities, emergencies, shops, and advertisements. This will make the heritage zone more organised and easier to navigate.
Bhubaneswar Municipal Corporation (BMC) has started installing 521 heritage signboards in Ekamra Kshetra. These signs will follow the new guidelines and provide information in Odia, Hindi, and English.
6. Inter-State Bus Terminal-Baramunda
The Inter-State Bus Terminal (ISBT) at Baramunda is being developed as the first step toward world-class transport facilities in the city. This project will support other transport upgrades, including the modernisation of city buses.
Right now, Baramunda Bus Terminal is the largest in the city, covering 15.5 acres. It handles both interstate and intercity buses, with around 800 buses operating daily.
The new design will expand its capacity to 2,000 buses per day. It will also include 20,000 square metres of space for commercial use.
The new ISBT will be built for easy access, including features for people with mobility challenges. It will also have child-friendly elements. Every part of the terminal will follow universal accessibility guidelines to make it safe and convenient for all users.
