About the Role
We're looking for an experienced Senior Business Analyst to support a high-visibility federal health engagement.
You'll work at the intersection of mission, technology, and delivery—partnering with federal stakeholders, product owners, and engineers to turn complex business needs into clear, actionable requirements. You'll lead discovery, shape and refine the product backlog, map business processes and data flows, and help ensure that what the team builds solves the right problem.
This is a hands-on senior role for someone who can bring structure to ambiguity, ask the right questions, challenge assumptions constructively, and move a diverse group of stakeholders toward decisions.
What You'll Do
Partner with federal stakeholders, product owners, engineers, and other team members to elicit, analyze, validate, and document business, functional, and data requirements.
Translate business needs into well-defined epics, user stories, acceptance criteria, use cases, business rules, and functional requirements that development teams can execute.
Lead discovery sessions, requirements workshops, and working sessions to clarify needs, resolve ambiguity, and drive decisions.
Map current- and future-state processes, workflows, systems, and data flows to identify gaps, dependencies, risks, and opportunities for improvement.
Own requirements artifacts throughout the delivery lifecycle and maintain traceability from business need through implementation, testing, and acceptance.
Partner with product owners and delivery teams on backlog refinement, prioritization, sprint planning, and release readiness.
Support user acceptance testing (UAT) by defining scenarios, clarifying expected behavior, supporting defect resolution, and validating that delivered functionality meets business requirements.
Facilitate sprint demos and stakeholder reviews, helping translate technical outcomes into clear business impact.
Contribute to user documentation, training materials, and other resources that support successful adoption.
Help improve the team's business analysis and Agile practices based on retrospectives, stakeholder feedback, and delivery outcomes.
What You'll Bring
8+ years of Business Analysis experience supporting IT, software development, or digital transformation initiatives.
Demonstrated experience eliciting, analyzing, documenting, validating, and managing complex business and functional requirements.
Strong experience developing user stories, acceptance criteria, use cases, process flows, business rules, and requirements documentation.
Hands-on experience working in Agile/Scrum delivery environments, including backlog refinement, sprint planning, reviews, and other Agile ceremonies.
Proficiency with Jira and Confluence and comfort working with modern collaboration tools such as Microsoft Teams or Slack.
Strong analytical and problem-solving skills, including the judgment to distinguish what stakeholders initially ask for from what the underlying business or mission actually requires.
Excellent written and verbal communication skills, with the confidence to facilitate discussions and communicate effectively with both senior stakeholders and technical teams.
Ability to work independently while collaborating effectively across a distributed, cross-functional team.
Must be legally authorized to work in the United States and able to obtain and maintain the federal suitability or Public Trust determination required for the engagement.
Nice to Have
Experience supporting federal or state government technology programs, particularly health or human services.
Experience with digital modernization, workflow or case management solutions, SaaS implementations, cloud-based systems, or data-intensive applications.
Working knowledge of SQL, data analysis, or data-mapping concepts.
Familiarity with human-centered design and Section 508/accessibility requirements.
Relevant certifications such as CBAP, PMI-PBA, CSPO/PSPO, or SAFe.
