  • The Town of Hilton Head Island is seeking community members to serve on the newly created Bryant Road Public-Private Partnership Advisory Committee, which will help guide the development of workforce housing on a 7.19 acre tract within the Muddy Creek neighborhood off Spanish Wells Road. The Bryant Road initiative builds on several years of actions by the Town to increase workforce homeownership opportunities, including acquisition of the Bryant Road site in 2023 and the release of a Request for Qualifications (RFQ) in late 2025 that attracted seven submissions. This committee, established by Town Council resolution on July 14, will play an essential role in shaping the development by working alongside Town staff and outside development partners. The Town is now inviting interested residents to apply. The advisory committee will consist of two Town Council members and three community members. Community representatives will help ensure that the development reflects the character, culture, and priorities of the surrounding neighborhoods while advancing the Town’s workforce housing goals. Committee members will assist Town staff with: • Reviewing RFQ submissions. • Evaluating the development team. • Recommending firms to the Town Manager to advance to the Request for Proposals (RFP) phase. • Reviewing development proposals. • Providing a final development partner recommendation to the Town Manager prior to Town Council consideration. Residents of Hilton Head Island with experience in residential real estate development, community planning, neighborhood advocacy, and/or community collaboration are encouraged to apply.   • Town of Hilton Head Island Town Council Appoints New Town Attorney The Town of Hilton Head Island Town Council announced the appointment of Brittany Ward, of Finger, Melnick, Brooks & LaBruce P.A., as its next Town Attorney. Ms. Ward’s appointment follows the retirement of Curtis Coltrane, who has served the community with distinction for more than 20 years. Ward was selected through a competitive bid process and will begin serving in the role on July 1. As Town Attorney, she will provide legal advice to the Town Council, the Town Manager, Municipal Clerk, and Town employees on matters arising from the administration of Town business. “We are pleased to welcome Ms. Ward to the Town of Hilton Head Island,” said Mayor Alan Perry on behalf of Town Council. “This role is essential to ensuring our Town operates with integrity, transparency, and strong legal stewardship. Ms. Ward brings exceptional experience and a commitment to public service that will benefit our residents, businesses, and visitors.” Perry noted that the transition marks an important moment in the Town’s history. “For decades, Curtis has been a trusted advisor and a steady hand guiding the Town through complex legal matters. We are grateful for his dedicated service and leadership. As we look ahead, Ms. Ward is well prepared to continue that legacy and support the Town’s strategic priorities and long term vision for our community,” he said. Ms. Ward brings a strong background in governmental law, having served as Beaufort County Deputy County Attorney from 2019 to 2022 and County Attorney from 2022 to 2025. After leaving the County, she joined Finger, Melnick, Brooks & LaBruce, P.A., and assisted the Town of Hilton Head Island on legal matters as part of that firm. During the selection process, Ms. Ward expressed a strong desire to serve the Town of Hilton Head Island as its appointed Town Attorney. “It is an honor to serve a community with such a strong sense of place, purpose, and pride,” Ward said. “I look forward to supporting the Town Council and staff as we work together to protect the Island’s character and advance its future.”

  • Hilton Head Island Town Council approves FY 2027 consolidated budget, focusing on fiscal responsibility and delivery of high-quality services, without a millage increase At its regular meeting and second public hearing on June 9, the Hilton Head Island Town Council approved (5-1) the second and final reading of the Town Manager’s proposed Fiscal Year (FY) 2027 consolidated budget. This balanced and strategic financial plan includes projected revenues and scheduled expenditures and encompasses all funds as follows: • General Fund - $67,652,550 • Capital Improvements Program Fund - $55,205,752: • FY 2026 Carry Forward - $12,181,755 • FY 2027 New Funding - $41,785,792 • Debt Service Fund - $11,513,988 • Stormwater Utility Fund - $7,583,334 • Housing Fund - $3,211,498 • Gullah Geechee Historic Neighborhoods Community Development Corporation Fund - $1,694,756 • Special Revenues Fund - $86,422,841 The Fiscal Year 2027 Consolidated Balanced Budget totals $233,284,719. In Fiscal Year 2027, a change in budgeting practice was implemented to reflect all fund balances for the Town based upon the proposed operating and capital expenditures. Since many of the funding sources for the Capital Improvements Program come from Special Revenues, inclusion of these funds within the Special Revenues Fund budget is required to ensure available fund balance to support these project expenditures. In addition, operating expenditures within the Special Revenues Fund such as Destination Marketing Organization and State Accommodations Tax Grants are required to be budgeted to provide a total expense budget for the Town. A balanced budget supported with revenues from hospitality taxes, beach preservation fees, state and local accommodation taxes, fire truck lease proceeds, real estate transfer fees, stormwater fees, electric franchise fees, short-term rental fees, property taxes, and business licenses. “The budget supports our Strategic Action Plan and ongoing investments in current and future quality-of-life services for residents, businesses, workforce, and visitors. It ensures Hilton Head Island remains a vibrant and resilient place for everyone who calls it home,” said Mayor Alan Perry. Town Manager Marc Orlando credited the Town’s Finance Team for their disciplined approach in preparing the FY 2027 consolidated budget and identifying sources of funds that can be used for projects. The proposed consolidated budget is aligned with the Town Council's current 2026-2028 Strategic Action Plan and the 2020 Comprehensive Plan.   • The Town of Hilton Head Island completed the sale of the former Modern Classic Motors site at 355 William Hilton Parkway to Novant Health for $4.34 million on Friday, May 8. Novant Health plans to construct a new medical facility on the 4.57-acre site, bringing expanded access to healthcare services to the Island. The project represents another significant step in Novant Health’s long-term commitment to Hilton Head Island and the surrounding Lowcountry communities. “For years, our community has recognized the need for expanded healthcare services here on Hilton Head Island, and I’m encouraged to see real momentum moving this effort forward. As our Island continues to grow, it’s essential that access to quality healthcare grows with it. Novant Health has been a strong community partner, and I look forward to seeing their investment and vision enhance healthcare services for our residents and visitors,” said Mayor Alan Perry. On December 9, 2025, the Town Council members approved a resolution to sell the property to Novant Health. After a competitive public solicitation process, Novant was selected to develop a facility at the site. “This sale marks a pivotal moment for healthcare in our community. As Novant Health moves forward with their plans for a new medical campus, we can look ahead to a future with expanded health services, more jobs and a stronger economy for Hilton Head Island,” said Town Manager Marc Orlando. Novant Health’s planned Hilton Head Island facility will include: • A 25,000-square-foot medical office building designed to host a range of potential services including primary care, physical therapy and urology. • 15,000 square feet of additional medical office space. • An estimated $25.3 million investment, which includes land acquisition, construction, equipment and technology. • Creation of approximately 50 new jobs in Hilton Head Island. “We are grateful for the partnership and shared vision with the Town of Hilton Head Island as we work to expand access to high-quality care close to home,” said Joel Taylor, president of Novant Health’s Hilton Head area. “This future medical campus will help meet the growing healthcare needs of residents and visitors while creating jobs and investing in the health and vitality of the community for years to come.” This project closely aligns with Hilton Head Island's recently adopted Strategic Action Plan for Fiscal Years 2026-2028, which serves as a community-informed blueprint guiding the priorities of the Town Council. Among the Plan’s top 10 goals is "expanding and diversifying business sector recruitment and retention, including healthcare, technology and other primary job sectors." By selecting Novant Health’s proposal to transform the former Modern Classic Motors site into a modern medical office facility, the Town is putting that goal into action - expanding healthcare access, creating local jobs and strengthening the Island’s long-term economic vitality.

  • We will begin our annual review process for the proposed Fiscal Year (FY) 2027 consolidated budget with a series of public meetings held between May 12 and June 9, 2026. The first meeting, scheduled for Tuesday, May 12, 2026, at 3 pm, Town Manager Marc Orlando will present an overview of the recommended consolidated budget to Town Council and the community.
