Decades of research suggest that offering #Medicaid home- and community-based services as an alternative to institutional care can advance several important state goals that Americans continue to value, including efficient use of Medicaid resources and support for beneficiary choice.

Congratulations to the California Department of Health Care Services on the first release of these behavioral health performance measures—an important milestone in California’s behavioral health transformation. Mathematica is proud to have contributed to this effort by developing and validating the technical specifications that underpin these measures. Excited to see this important work move forward.

At the #SHEEO2026 Annual Conference, Mathematica researchers and practitioners from Georgia, Idaho, and Minnesota shared new findings and insights from a mixed-methods study examining student experiences and enrollment outcomes across redesigned admissions programs in the three states. The research highlights how redesigned admissions approaches can expand students' college options and strengthen their confidence in planning for postsecondary education. Programs that reduce administrative barriers, through simplified applications, guaranteed admission, and clear, timely communication, appear to have the greatest impact. The study also found that there is no one-size-fits-all model. A range of redesigned admissions approaches can benefit students, giving states the flexibility to implement strategies that fit their unique contexts while continuing to refine and strengthen them over time. We're seeing more examples of AI moving beyond pilots to solve real operational challenges. In this case study, Mathematica modernized HCUP's legacy production workflow using agentic AI, reducing production time by nearly two-thirds while maintaining accuracy through expert oversight and rigorous validation. The result has been faster, more efficient delivery of one of the nation's most important healthcare data resources.
