After 33 years of outstanding service and leadership, our Chief Engineer, Chad Winchester, is retiring. Chad’s career is the ultimate DOTD success story. He first walked through our doors as part of the Engineer Rotation Development Program at LTRC. Over more than three decades, he climbed every rung of the Engineer series, ultimately taking the helm as Chief Engineer. To say he left his mark on Louisiana's infrastructure is an understatement. Two years ago, an independent review highlighted critical bottlenecks in our system. We listened, we adapted, and our team went to work. Today, we are proud to share how we’ve transformed those challenges into measurable progress: 👇
Two years ago, an outside review of Louisiana DOTD pointed to slow contract awards and construction-management inefficiencies as real obstacles to getting projects built. It is worth noting, then, how directly the department’s latest update answers that critique. Change-order approvals that once took 40–45 days are now turning around in about 5. Project lettings have climbed from roughly a quarter of the program to 95%. And more than $1 billion in infrastructure work is planned this year, with dozens of Transportation Trust Fund projects already delivered. As someone whose work depends on this system functioning well, I find that trajectory genuinely encouraging. Diagnosing a problem is easy; executing the fix, quarter after quarter, is the hard part — and that is exactly what appears to be happening. The direction is right, the discipline behind it is evident, and the DOTD team deserves real credit for it. #Louisiana #Infrastructure #LADOTD #RoadConstruction

Work is well underway on the $11.2 million improvement project along LA 14. The team is currently pushing forward on the asphalt overlay, stretching over three miles from US 90 to Power Center Parkway. A huge shoutout to the crews at Progressive Construction and R.E. Heidt Construction for their hard work on the ground to improve our local infrastructure. Weather permitting, we are on track for completion by summer 2026. Stay tuned for more updates as we get closer to the finish line.
