    Every law enforcement search should have a clear purpose. By the end of the year, Flock will require case codes for all law enforcement searches. Emergency bypasses will remain available, with every bypass immediately flagged by Audit Assistance for administrative review.

    You may have read instances of law enforcement officers being arrested for misusing Flock. That is due to our Audit Assistance tool working as intended, which launched 16 weeks ago. Audit Assistance is now mandatory for every customer, with automatic lockouts in place when potential misuse is flagged.

    Because of Flock, more communities are safer. Our commitment to public safety will never change, but we are continually listening and growing in the areas of privacy, accountability, and security. Today, here’s what is changing. Privacy: We led the industry with a 30-day delete policy. Today, we’re updating our recommendation and default to 7 days.  We’re making this change to go even further to protect privacy. If critical evidence is required for a longer investigation, it will be preserved via our new feature, Evidence Mode. Sharing: Sharing Flock data is controlled 100% by our customers. Offense filtering now allows cities to decide which types of cases other agencies can and can’t access based on laws and local community values. For example, City A could allow City B to search its cameras only for a stolen vehicle, missing person, or violent crime while blocking searches related to immigration enforcement. This gives communities more control over data sharing while preserving collaboration where policies align. Accountability: Misuse of Flock is unacceptable. Our audit logs document all searches so misuse can be identified and stopped. Audit Assistance, which flags abnormal activity, will now be mandatory, as will a case code for all searches. Moving forward, proactive lockout will automatically lock out users with abnormal behavior for review. Data Ownership: Customers own the data captured by their ALPR cameras, and that has never changed. Next week, we’ll publish an easy-to-read explanation of our contract to make that clearer. Security: Bishop Fox, a leading independent security firm, has conducted a thorough review of our products and capabilities. We will publish its summary of findings and our remediations in September. We’re also launching a Coordinated Vulnerability Disclosure program for security researchers and MFA became mandatory for all Flock logins this month. Transparency: More than 1,500 agencies have published a Flock Transparency Portal showing their policy, retention period, sharing partners, and search activity. This will continue to expand. Flock technology now assists officers in more than one million crimes solved annually. These changes are the continuation of our commitment to both safety and privacy.

    There’s a lot of noise in the conversation around public safety technology, especially including Flock. That’s why independent, neutral scrutiny matters. The San Mateo County Civil Grand Jury — an independent oversight body with no stake in the outcome — recently took a close look at how local agencies use ALPR technology, including Flock’s technology and the safeguards surrounding it. Its findings are worth reading. The report recognized substantive changes Flock has made to strengthen privacy, transparency, accountability, and compliance — from tighter data-sharing controls and enhanced audit logs to stronger permissions and new oversight tools. What stands out to me isn’t simply that the findings are positive. It’s who they came from. Trust shouldn’t depend on taking Flock’s word for it. It should be earned through transparency, rigorous scrutiny, and a willingness to keep improving. In a debate where commentary about Flock can vary widely in perspective and credibility, independent reviews like this help cut through the noise and give communities something more valuable: facts.
