Action checkbox and Deactivate option disabled

I’ve never see this before — both the action checkbox and the Deactivate links are grayed out on the Plugins screen for this site.

I did see and was able to choose the “update now” link in the note about the new version, but would like to know why this is happening. Thanks.

Edit to add: I tried to add an image, but it’s not loading here.
