There is one case where information is sent even while the setting is off: the feedback form shown when the plugin is deactivated. If an administrator fills it in and presses Submit, that submission is sent - the reason chosen, any comment typed, and the same non-sensitive setup information listed above - because pressing Submit is the consent for it. Choosing Skip, pressing Esc or clicking outside the form sends nothing at all.
