#217 Does going offline set connections to "failed"?

I just changed the CaughtHostComparator to return first if the client was a decentPhex, and changed decentPhex to just return if its a Phex (don't worry, I won't commit that :) ).

I had expected that with this I should get fare more Phex connections than any others.

Then I built my phex, connected and disconnected and connected again.

After the initial connection, I had 3 Phex.

After disconnection and connecting again, none were left.

Is that the correct behaviour?
