Partially addresses #1076

Upstream has introduced support for windows_arm64 recently, so it can be referenced now.

@alexeagle I just looked at the failing test locally and found the following in the logs:

@@//:repositories.md is out of date. To update this and other generated files, run:

    bazel run @@//:update

To update *only* this file, run:

    bazel run //:update_24

So I just ran that command in the docs folder and it fixed the tests. Would you mind approving the CI workflow again so we can get this merged? Thanks! 😊

Same as bazel-contrib/bazel-lib#1125. I saw that
`yq` has been moved to this separate repository, so I'm adding the same
changes here with this PR.
