Возможно и не тот. Тут вообще у Dell хуже других. Firmware только под
Win, хотя написано, что саппортится и Win и Linux. Исталлятор сетапится
только на Dell платформу, где присутствует эта карточка.
Я сделал след:
Скачал firmwate от Thinpad для подобной карточки (для Thinkpad процедура
описана подробно). По совпадающему размеру нашел файлы в инсталляторе
Dell'а. 2 файла совпали. Для 3го я воспользовался strings и нашел то,
что надо. Далее поместил их в /lib/firmware/gobi
Идею нашел в инете.
После данной процедуры в системе появились 3 устройста:
/dev/ttyUSB0 -> Diagnostics
/dev/ttyUSB1 -> 3G Modem
/dev/ttyUSB2 -> NMEA GPS port
GPS работает (спутники находит)
Модем в непонятном режиме
В общем ошибка с firmware возможна, но ероме как установить Win и
каким-то образом найти firmware у меня нет идей.

Карточка поддерживает много режимов. Что такое WCDMA я сам не знаю, но в
спецификации выше нашел интересную заметку:
Note: When the AT$QCMIP value is set to 1 or 2, this
changes the value of AT$QCPKND to 0. This means that
the mobile must see a dial string (such as ATDT#777) on
the serial interface before it will originate packet data
calls. When AT$QCMIP >0 and an attempt is made to set
AT$QCPKND to 1, the mobile returns ERROR.
Т.е. надо посмотреть AT$QCMIP. Если оно >0, то причина видимо найдена.
Вообще надо по спецификации AT коммандами поиграться. На некоторые можем
отвечает, а на некоторые получаю ERROR.
