Ban Paid Foreign Software Licenses in Sri Lanka
Sri Lanka has had a terrible economic down-turn due to completely incompetent governance thus far.
A key point which we believe has not been raised by the past ministers of technology is the amount of dollars this country spends on software licenses.
If the the following two software are taken as examples:
- Microsoft Windows
It is shipped with a vast number of laptop computers (but not all; which we will come back to later in this article).
According to sources on the internet such as TechRadar, each license costs between USD 50/- (approx. LKR 18,000/-) to USD 140/- (approx. LKR 50,000/-). - Microsoft Office
It is thought to students at primary level upwards therefore almost all businesses/firms purchase Microsoft Office licenses for every single one of their laptop/computer users. There of-course is the argument that Microsoft Office is thought in schools because companies use it; isn’t this a chicken and egg situation?
It has two payment versions, according to Microsoft themselves, each license of the lifetime version (you pay once for life) costs each user USD 440/- while most businesses opt for the monthly subscription version which ranges from USD 6/- per person per month to USD 57/- per person per month. While the family subscription version costs roughly USD 1.5/- per user per month.
According to WorldTopExports.com the 2nd highest imported product in Sri Lanka is “machinery including computers” costing roughly 1.7 billion US dollars per year.
Sri Lanka having a population of roughly 22 million of which roughly 15 million are aged 15 or over; of which roughly 8 million are economically active and roughly 2 million are students.
If we leave out the rest (12 million) and just take this (8+2=) 10 million into account, meaning we assume that Sri Lanka uses at least 10 million* laptops or computers, we have roughly spent a minimum of 500 million US dollars just for a Windows operating system over the span of roughly 5 years (considering that the average lifespan of a laptop is 5 years); which totals to 100 million US dollars PER YEAR!
If we consider the same 10 million users were to obtain a lifetime license of Microsoft Office the country would have spent 4,400 million US dollars although this is unlikely. Instead let us assume that 8 million pays USD 6 per month and 2 million pays USD 1.5 per month; this in total IS COSTING OUR COUNTRY 51 million US dollars PER MONTH!
What you can do about it as a citizen of this country:
- As was mentioned in example 1 above: there are laptops available for purchase with a DOS operating system, or in other words it has no Windows Operating System installed. Purchase only these! If the laptop comes with a Windows operating system (aka Windows OS, Windows 10, Windows 11), you are paying for Windows as well! Go for the cheaper laptop that has no Windows. Linux is a free operating system that has been around and been improved on by free software enthusiasts and alike for over a decade! Linux can also be completely customized according to how you like to use your computer, therefore I suggest you find a tech support friend/professional and ask him/her to install Linux onto your new laptop. If you do not know of anyone who can do it, please feel free to contact this Linux Expert. Ask yourself this: would you rather spend an extra 50 dollars to import a product that you are “comfortable with” or would you rather help your fellow national citizen to make a living by getting technical help in learning something new that you would most likely get the hang of within a month and honestly will most likely find easier to use in the long run. The only exception to recommending a Linux laptop is if your profession involves multi-media creativity, in which case at the moment a Mac laptop is your best option (although we do use Linux).

- Google Docs (needs internet, has collaboration tools, works on Windows and Linux laptops),

From the software above two are recommended by Ace Webmaster: LibreOffice and OnlyOffice; however, OnlyOffice is more suited for those who are used to Microsoft Office BUT we believe that LibreOffice is what should be used by schools to teach new generations. - Push our government to ban these foreign licensed software and promote open-source software and local software development.

Conclusion
I’m sure there are some of you who will rather stick to what you know even at the expense of your country and its poor who suffer daily. But we urge you not to dismiss Linux before giving it a try; as long as the technician who is installing it for you knows what he/she is doing, you are sure to find it by-far easier to use than any version of Windows. Also, those of you who use Microsoft Teams, need not worry since Microsoft themselves distribute a Linux version of the Microsoft Teams software.
