CIDCO is undertaking the Kharghar–Turbhe Tunnel Link Road (KTLR) project to deliver a high-capacity highway corridor between Kharghar and Turbhe in Navi Mumbai. The project will increase mobility for motorists in the city and across the entire Mumbai Metropolitan Region by creating a new east-west link through Parsik Hill. The KTLR is expected to cut travel time between Kharghar and Turbhe from 40 minutes to 10 minutes, as well as alleviate congestion on existing routes around Parsik Hill and strengthen connectivity to other key destinations in the area, including Navi Mumbai International Airport. In addition to increasing mobility, the project will also improve road safety and support regional economic growth.

The scope comprises the delivery of a nearly six-kilometer roadway. The roadway will run for approximately two kilometers through Parsik Hill via a pair of bored tunnels. The project also includes a 700-meter cut-and-cover section. The roadway will feature six lanes outside of and four lanes within the tunnels. Tunnel construction includes the installation of ventilation, electrical, mechanical, fire protection, life safety, and other operational systems. Construction commenced in January 2024 and is scheduled for completion by 2029.

Hill, in joint venture with Tata Consulting Engineers, is serving as project management consultant (PMC) for the project. The joint venture is responsible for providing comprehensive project management and construction supervision services from design through construction and the defects liability period. The PMC’s scope includes design review, procurement support, permitting, inspections and construction supervision, contract administration, cost and schedule management, quality assurance/quality control, and safety management. The PMC is also providing technical guidance and knowledge transfer to strengthen CIDCO’s contract management capabilities throughout project implementation.
