Maarten Botterman heeft dit gedeeldDigital sovereignty is becoming one of the defining questions of our digital future. But are we framing the challenge in the right way? Too often, the debate risks becoming a binary choice: sovereignty or openness, autonomy or interdependence, control or fragmentation. We think there is a better way to look at it. Our new blog proposes a three-tiered approach to digital sovereignty: 🔹 Strategic autonomy — having the capabilities, capacities and control to shape our digital future. 🔹 Economic security — protecting critical assets, supply chains and continuity in an increasingly geopolitical environment. 🔹 Resilience — ensuring that digital systems can withstand disruption and continue to evolve. These tiers are connected, but they are not interchangeable. And importantly, resilience alone does not deliver digital sovereignty. The Internet makes this especially clear. We need an Internet that remains open, global and interoperable — while strengthening the legitimate ability of societies to protect their interests and values. So perhaps the better frame is this: justifiable trust. >Trust in infrastructure because it is resilient. >Trust in markets because they preserve real choice. >Trust in governance because it is transparent, accountable and aligned with public values. Digital sovereignty should not mean isolation. Resilience should not mean merely responding to incidents. And strategic autonomy should not mean self-sufficiency. The question is: how do we build digital ecosystems in which trust can be justified — even in a world of geopolitical disruption? Maarten Botterman heeft dit gedeeldNine months ago, I stepped down from the ICANN Board after completing the statutory maximum of nine years. Since then, I have taken time to reflect. Not only on the organisations I have served, but on the kind of leadership I believe matters most in a rapidly changing digital world. Again and again, my reflections came back to one word: stewardship. For me, stewardship is about taking responsibility for something larger than oneself. It is about caring for people, helping organisations remain worthy of trust, and leaving every board, organisation and person we work with stronger than we found them. In global Internet governance, cybersecurity, digital transformation and emerging technologies, the issues may appear technical. But ultimately they are about people: whether they can rely on the systems they use, whether they are heard in decisions that affect them, and whether technology strengthens or undermines trust. I share these reflections below as part of my continuing journey, and as I stand ready to contribute where my experience in governance, trust, inclusion and complex stakeholder leadership may be of value.

In this I raised the point of generally recognizing “#resilience” in all layers to be considered as a horizontal theme … addressing interdependencies recognizing that no layer can be resilient by itself … if that resilience is not addressed through all layers. In this I referred to the work by the Marconi Society resilience institute - see for the current state of play and outcome of the wsis session 235 the links in the wsis meeting agenda. We need to ensure the foundations of the digital society are solid if there is anything we want to build on it. As AI, Digital Public Infrastructure, cloud services and our economies become increasingly dependent on the Internet, resilience is no longer just a technical concern—it is becoming a societal imperative. The reliability of every digital service depends on a complex web of networks, DNS, routing, cloud infrastructure, power systems, supply chains and the people who operate them. Understanding these hidden dependencies is essential if we are to build justifiable trust in the digital society. Join us at the WSIS+20 Forum for a practical, multistakeholder discussion on Engineering Justifiable Trust through Internet Resilience. Together with Internet pioneers, infrastructure operators, standards experts, business leaders and youth representatives, we'll explore how decades of Internet engineering can inform the next generation of digital resilience, AI governance and Global Digital Compact implementation. The session will also introduce two practical resources developed by the Marconi Society Resilience Institute—the Life of a Packet Mapping Framework and the Business Resilience Guide—and invite the global community to help shape their next phase. Maarten Botterman heeft dit gedeeldAt the Final Conference of the COcyber project, today in Brussels, a diverse panel of experts talked about the importance to provide a “unified response to multiple threats: building Europe’s cyber shield across borders”. Each should have its own cybersecurity protection”. Information sharing across sectors is still a challenge, according to Lars Koreman (EEAS). He explained that cross-border collaboration was beginning to build also in the defense realm, and the need to do so while building and maintaining trust. Iva Tasheva Stella Tsitsoula Christos Xenakis . I asked how come sharing is a problem: as trust frameworks exist for decades. The #ISAC concept (Information Sharing and Analysis Centers) was created in the USA through PDD-63 on May 22, 1998. The directive called on each critical infrastructure sector to create organizations that could share cyber-threat and vulnerability information between industry and government and has been operationalized since, and has inspired other sharing agreements around the world. Next to the trans border collaboration in cybersecurity that is starting with the European military we can draw upon European research networks, the European cyber crime centre (launched at Europol in January 2013) and European ccTLDs (and organizations like eco – Association of the Internet Industry and @CENTR lead the way in the global DNS community. If one thing is to be coming out of #COcyber is should be starting across sectors, including defence, today. As “equal partners” ready to learn from each other. * . Trust frameworks for sharing sensitive information exist for decades. They can be brought to use where needed. * Knowledge building and capacity building at global level exists with @FIRST, and @Interpol. * Operational data can be retrieved across our digital infrastructures by threat intelligence frameworks, such as Whisper. 🤗Time to move on. With rapid geopolitical changes (multipolar world, asymmetric warfare, gap between haves and have nots, and global warming impact), and new technologies (agentic AI, quantum (CRQC)) we cannot work in the old ways - we need to “hack the system” - let’s stop talking about “working together” and let’s go full in. We really know how it should be done. It does require political courage. And new ways - why not rely on frameworks like whisper.security that is bringing together relevant public data in every moment. In simple terms, Whisper helps protect against cyberattacks through: * Visibility (seeing what’s connected), * Detection (finding threats early), and * Intelligence (understanding and responding to risks quickly). Using new, shared “open” sources such as whisper requires less need to determine whether relevant intelligence can be shared - because it is already out there. Balancing trust with the need to protect society (i.e. risk management) with sense and courage. Let’s do it. I am fully “in” - standing ready to help make it work! 🙏🏻🌐

Non-profit Internet bodies that serve the world like ICANN , IETF , Public Interest Registry (.ORG) , NLnet foundation , NLnet Labs , Quad9 DNS , the RIRs RIPE NCC APNIC LACNIC AFRINIC-The Regional Internet Registry for Africa and ARIN, Internet Society and others are tirelessly committed to make this happen - together with the good faith commercial counterparts. Good to see the European Commission Commission facilitates this dialogue via COcyber and other initiatives like its multistakeholder committee for Internet Standards Deployment. Maarten Botterman heeft hierop gereageerdMaarten Botterman heeft hierop gereageerdAFRINIC-The Regional Internet Registry for Africa gets a new CEO as it seeks to rebuild trust South African Internet and telecommunications veteran Mike Silber has been appointed CEO designate of the African Network Information Centre (AFRINIC), putting an experienced regulatory and Internet executive at the helm of one of Africa’s most important digital infrastructure institutions. Silber will formally take over as CEO on Jan. 1, 2027, succeeding at a critical time for AFRINIC as it works to restore operational stability, strengthen governance and rebuild confidence among members and partners. His résumé spans MTN Group, Liquid Intelligent Technologies and Africa Data Centres, as well as leadership roles involving ICANN, the African Union, European Union and International Telecommunication Union. AFRINIC manages Internet number resources, including IP addresses and autonomous system numbers, for Africa and the Indian Ocean region. The organization serves over 2,500 members across 56 countries. The GFCE Triple-I initiative is meant to facilitate awareness raising and capacity building events in different regions of the world in order to enhance justified trust in the use of Internet and/or email in those regions (specific priorities to be determined by stakeholders in the region). The GFCE Triple-I seeks to build upon and complement existing know-how, enhancing justified trust in Internet connections and email exchanges through awareness raising on a number of state-of-the-art open internet security standards and instigating take up of those by building on good practice experiences.
Local and regional actors are stimulated and supported in setting up and running local/regional events between regional stakeholders, bringing in local expertise, when useful. The initiative builds on the experience of years of events around the world since 2018, and is firmly embedded in the GFCE’s mission of strengthening cyber capacity and expertise globally through international collaboration and cooperation. -

It assesses overlaps and gaps between these acts, and shows that, while each of them is individually well targeted, their interplay creates significant regulatory complexity. The long awaited proposed standard to cover Vulnerability Handling Requirements of the #CRA is now available for public review. I've checked it quickly on mobile but I would be surprised it gets finalized as-is. After a 2 min read, I already have 3 comments: 1) There are requirements and recommendations, and links to other CRA standards. The numbering structure makes the standard easily processable by #FAST for example (but hard to read by a human). 2) SBOM requirements sound like "completneness" is expected, when the CRA requires the first level of dependencies. This is quite difficult (impossible) to do today, and it's going much further than the legal text. This might be an issue for harmonisation. 3) There is a requirement to make the CVD publicly accessible. Finally! No more hidden link in a support forum. Someone must have listened to my rant in the past few years ☺️ What's your take on it? #CRA
