The MRISC32 Instruction Set Manual (PDF) contains the ISA specification.

There is currently an MRISC32 port of the GNU toolchain (including GCC, GNU binutils and newlib): mrisc32/mrisc32-gnu-toolchain. It provides:

• C and C++ compilers, with standard libraries
• An assembler
• A linker
• Various ELF32 tools (e.g. objdump)
