404 error occurs, when use Chinese characters as tag

When attempting to access the URL https://www.example.com/tags/... with "中文" (Chinese) used as a tag, a 404 error occurs.

If I directly click on the Chinese tag, it will jump to url like this.

So 404 happened.
