Where Water Flows, Food Can Grow | Nearly 30 years ago, after watching the ongoing devastating economic, environmental, and community impacts of water transfers and exports by Front Range municipalities on our rural communities, the Lower Arkansas Valley Water Conservancy District was formed to prevent it from drying up. Our focus is to safeguard the region’s water resources and protect our way of life to ensure thriving irrigated agriculture, vibrant rural communities, and a strong economy for both current and future generations. Founded in 2002, we serve Pueblo, Otero, Crowley, Bent, and Prowers counties with a focus on water resource protection, irrigated farmland conservation, water quality improvement, and advocacy.
