Having made the decision to campaign again for Position 1: The recent selection of the new Chief Appraiser in January 2026, confirms that our work is not finished. The guardrails established remain essential, and the community deserves a representative who understands why those protections are necessary and who will continue fighting for transparency, accountability, and fair governance at HCAD.

Service is what I do...
As the current elected Board Director, Position 1: My commitment to Property Owners is to ensure that guardrails established for the new Chief Appraise are strengthened where needed and never removed without public oversight. I am running to protect taxpayers, support responsible administration, and uphold the integrity of the appraisal process for every resident of Harris County.

Kathy's Bio
Born and raised in Houston's Historic Fifth Ward and the third of nine siblings: Kathy attended Dogan Elementary, Lamar Fleming and graduated from the historic Phillis Wheatley High School. Raised with five (5) brothers and three (3) younger sisters: she excelled in the sports of Softball, Cheerleading and Volleyball.
Upon graduation from Wheatley High School, she pursued Nursing at Houston Community College, and studied Accounting/Bookkeeping, at Massey Business College. While attending Nursing School, Kathy began employment with the U. S. Postal Service. During her 28 year career with the Postal Service, she was quickly promoted to Supervisor and served in numerous Managerial Positions before retiring in 2008. A member of Greater True Vine Baptist Church, under the leadership of Rev. Matthew R. Alix, Sr., Kathy's Stewardship included the GTV Choir, Education Council and Former Pastor’s Aid Committee, President.
As former Community Liaison for State Senator Borris L. Miles served on the HISD Bord of Trustees, District II; Kathy has served, volunteered, and supported various organizations such as:

BLAC MoM was established as a support group, after the senseless murder of my 20 year old son, Patrick Charles Murphy in 2006, based on mistaken identity. My personal journey to address the needs of the community began when this life changing event, propelled me to commit to the needs of our youth regarding the importance of Education and the consequences of negative choices. I organized “Young Soldiers Marching for Christ” joining youth and young adult Drill Teams, marching in Scenic Woods, to ostracize violence, while demonstrating discipline, group dynamics, positive engagement and helped organize “Stop the Violence and No More Bloodshed Campaigns”, targeting youth and young adults. I have been engaged in many non-violent rallies while striving to make a difference by serving on Harris County Grand Juries.
Additionally, Kathy has been instrumental and vigilant in:
- Raising awareness for the Creosote Contamination in Fifth Ward
- City Council District B, Candidate
- Phillis Wheatley Metro Alumni Coat drive for Wheatley students
- Provided Back Packs to Elementary and Churches in the North East area
- Initiating Fifth Ward Holiday decorations
- Efforts to save E.O. Smith/Wheatley Historic School Building from demolition
- METRO seating in Fifth Ward, Kashmere Gardens, Settegast and Trinity Gardens
- Senator Borris Miles’ Turkey Give Away
- Disabling a junk yard in the community
- Feeding the Homeless
Kathy is married to her best friend; Joe Daniels, has one daughter, Alondria, grandmother to Ellis III, twins Simone and Kaydence, bonus daughter Jonitra, Cameron and Kennedie. She enjoys fishing, traveling, gardening and entertaining.
