Include Nginx libmodsecurity module.

The libmodsecurity code has been re-written and now doesn't need to be used as an Apache module. It can be used with Nginx now too!

I have written a script to build the module and we should include that in all nginx based apps in v17.0.

I initially implemented this, but due to lack of testing and concerns that it may cause edge case issues I've decided to roll this back for v17.0.

As it turns out too, it also requires rules. Debian package those rules, but again they're untested.

One other valuable piece of info (and why I added the lamp tag) is that the default Apache mod_security doesn't include rules either! So that's not really a complete integration.
