new issue template is not picked up #53

when I create a new pr it picks up the template .github/pull_request_template.md:
Fast-forward
.github/ISSUE_TEMPLATE/issue_with_ai.md | 30 ++++++++++++++++++++++++++++++
.github/pull_request_template.md | 31 +++++++++++++++++++++++++++++++
yet when I create a gh issue it does not not use .github/ISSUE_TEMPLATE/issue_with_ai.md suggestion that the path is wrong.
