Don't include types in docstrings since they are already in the the signature

As I was going to PR this, I noticed that there is already a custom template for the autodocstring extension that intends to not include types in the docstring. There is a setting to enable this in settings.json as well and when I tested it right now and it seems to work as intended creating a docstring without types.

@lwjohnst86 @martonvago Could you try and see if this is enabled for you as well in the workspace settings and working as intended?

I feel like I've used that auto fill.. maybe I haven't been 🤔

It works correctly as is for both me and @martonvago, so I don't think any change is required in template.

Does it work correctly for you too @lwjohnst86? I think the docstring types in the Config PR in Flower were introduced in the design doc pseudocode that you wrote.
