Core Carousel

Work-in-progress port of prc-block/carousel-controller and prc-block/carousel-slide to Gutenberg's core block library.

This block is a work in progress. No functional source files exist yet beyond a README placeholder. The intent is to port the existing prc-block/carousel-controller and prc-block/carousel-slide blocks to core carousel equivalents.
