installing m2w64-toolchain breaks plantgl

Installing mingw-related compiler toolchain on windows breaks plantgl without warnings. Probably due to mix of dll between msvc and mingw. Safe guards should be included in meta. yaml (pin_compatible, run_export_constrain) to make conda aware of this incompatibility
