[spike]: Handling when user enables otel instrumentation that the agent is loading

Description

Do we want to be smart and disable instrumentation in agent when a customer loads otel or vice versa. We need to provide options for handling this. We could simply say the user must control this but at the very least we have to document how they would do it. I also noticed the otel instrumentation for web frameworks requires users to also load the otel http instrumentation. I've also confirmed it conflicts with our http instrumentation.
