I've found in literature reviews of pneumonia in LMIC's that a substantial proportion of cases that present with pneumonia do not have hypoxia (proxy for recieving oxygen therapy).
From a meta-analysis of hypoxaemia in pneumonia patients, Subhi et al., (2009).
The median hypoxaemia prevalence among studies of children with severe pneumonia was 9·4% (IQR 7·5–18·5%). In studies of pneumonia requiring hospitalisation according to the WHO clinical classifications “severe and very severe pneumonia”, the median hypoxaemia prevalence is 13·3% (IQR 9·3–37·5%).
Patients who have pneumonia, but are not hypoxic may not recieve oxygen - but will recieve some form of treatment and so take up beds.
