Not logged in warning message for Sync page does not come back if you log out

Repro steps:

1. Log out of both GitHub and GitHub Enterprise.
2. Open a solution that's in a repository that has its remote "origin" pointing to a GitHub repository.
3. Navigate to the "Sync" tab in Team Explorer.
4. You should see a warning that tells you you are not logged in. Click the link to log in.
5. Log in with proper credentials.
6. Dismiss the warning
7. Go to the Connections page and log out of the repository.
8. Navigate back to the Sync page

Expected: The warning message shows up again
Actual: The message is not there.

Is this still valid? Navigating to the sync tab no longer displays a warning that you're not logged in. Should it? Have we regressed here?

The feature was disabled in #256 because of #254 - non-github repos triggering the message for some reason. We need to figure out why #254 happens so we can re-enable the feature, and then test this issue to see what's wrong.
