Add alternative count variable #8
Description
An interesting case is when units are clustered, e.g. dwelling of persons, or an enterprise with employees. If the data is about the units, but reported on the cluster level, we may want to use a different count variable: i.e. the counts of the units instead of the counts of the clusters.
