New PALSAR and FNF Collection Tutorial

As the PALSAR Annual Mosaic and Forest/Non-Forest classification STAC collections are added to the Planetary Computer a tutorial is needed to demonstrate access and basic usage of the data.

4. Data Analysis (yearly difference) to look at forest loss?
