Rebuild the raw and converted archives for legacy data #24
Description
Data collected in the last decade need to be converted with the RawToPacIOOS2020Converter class. However, instrument voltage channel counts have changed over the years for some instruments, so this requires new configuration files for each period of time that the number of measured variables has changed.
Using John's spreadsheet as an initial guide, create instrument configurations for the legacy data, and use the configurations to both rebuild the raw archive (mostly for de-duplication) and to rebuild the converted archive.
