That's interesting! I think that data comes from our upstream source. Do you know which one is the incorrect ISO code? It can probably be re-mapped (corrected) with a cell in the Jupyter notebook that generates the GeoJSON. Here's a blog explaining some of that.
It appears IR-09 is Khorāsān-e Raẕavī so I'm not sure how this all fits together. IR-07 is Fārs province, and Tehran / Alborz are IR-23 and IR-30, according to a casual search. I'm not sure what the heck is going on here, but obviously they need to be the correct ISO codes, or people won't be able to map things accurately.
