Get error base.database_error when get list of questions

Describe the bug
I can't get list of questions

To Reproduce
Steps to reproduce the behavior:

1. Run answer by docker-compose
2. Setup postgres for app
3. Add some questions
4. At homepage, choose Tab Questions
5. Api response with status code 500, reason: base.database_error

Expected behavior
Get list of questions successfully
