Extensions: Remove the Cron Manager extension - #1049

Conversation
The Cron Manager lives in AllTerrainDeveloper/desktop-mode-official-extensions, so drop the bundled copy, its capability-gate test, and the docs and lint references that pointed at it.

What it does
Removes the bundled Cron Manager extension (
extensions/desktop-mode-cron-manager/) and its PHPUnit test. The README now says the Cron Manager lives in desktop-mode-official-extensions.Nothing in the core plugin loads it, and CI never built it. Its only tie to this repo was
tests/phpunit/tests/cronManagerCapabilityGate.php.Stacked on #1048. Merge that one first. This PR's diff is only the Cron Manager commit.
Rationale
Same reason as the Code Editor: it's an optional sibling plugin that already lives in the official-extensions repository, so keeping a second copy here means two copies drifting apart.
The copy in the official-extensions repo is brought up to date, including the multisite
manage_networkgate, in AllTerrainDeveloper/desktop-mode-official-extensions#4.Implementation
extensions/desktop-mode-cron-manager/andtests/phpunit/tests/cronManagerCapabilityGate.php.docs/hooks-reference.mdso it no longer names the removed hooks.wpdmprefix from thephpcs.xml.distallowlist. phpcs already excluded/extensions/and no core PHP uses the prefix.Left as is:
openStationPortal.phpusesdesktop-mode-cron-manageronly as a sample plugin URL, and the comments insrc/native-windows.tsandextensions/base/describe what externally installed copies still do.Testing instructions
The first four scripts passed locally (
test:js: 543 files, 6,899 tests).lint:phpneeds its wp-env container, so phpcs-nran directly over the same tree instead and was clean.
