What problem does this address?
The header block doesn't have any top margin by default (if we are talking about a new empty block theme).
If a user needs to add such a margin, one of the possible solutions would be to insert a spacer block above the header block. But for a new user, this is not obvious.

There must be an easier (streamlined) way for inexperienced users to add some margin between the very top of the page and the header block.
