Allow to easily add a spacer block above the Header block (template part)

What problem does this address?

The header block doesn't have any top margin by default (if we are talking about a new empty block theme).
If a user needs to add such a margin, one of the possible solutions would be to insert a spacer block above the header block. But for a new user, this is not obvious.

What is your proposed solution?

There must be an easier (streamlined) way for inexperienced users to add some margin between the very top of the page and the header block.

Not always. I don't think a button to add a block is necessarily the proper scenario here.

There's subjectivity in how one adds space above the header. I personally find that I like to include the same vertical padding spacing for above and below the header. This also allows for someone to easily add a background color to the header without having to position the contents further.

One could also adapt the Global Styles > Layout > Padding top value to increase that space.

Yes, it's easy to do if you know where to look.
It could be challenging if you don't know where to look and/or you are new to Gutenberg.
IMO, there must be an easier (streamlined) way for inexperienced users to do it.

Update: I've edited the description and updated the proposed solution.
I'm not insisting that users need to add a spacer block when they need some gap above the header block. It could be padding (as @richtabor noted) or any other sane solution. It's not about particular implementation; it's about ease of use.

Hi @anton-vlasenko - taking a look at this with a fresh/new pair of eyes...

In terms of adding space above the header - I do see that inserting a block above the header area is relatively easy using the 'insert before' option. And as an alternative - there are options (as mentioned above) for adding padding or margin to the elements of the Header itself.

I do agree those options both would need some form of guidance, or prior knowledge - however I'm not sure what you're proposing as a way to move this forward?

In fact, I had the same thought.

I was thinking about something simple, maybe adding a brief note or tooltip within the header block to guide users on how to add a top margin/padding to the page.
