Automatically converts explicit transactions that contain blocks of DDL statements into DDL batches. This increases the 'atomicity' of the DDL blocks, and improves the execution speed of the DDL statements.

We can safely remove the special handling of UNKNOWN statements, as the case where there is no command tag is already handled at the beginning of the method.
