My apps all have ftpsState: 'disabled', so I need the ability to override ftpsState if I want my apps to use the core modules. This PR adds ftpsState as a param. It defaults to 'FtpsOnly' since that's what the TODO apps currently use and also appears to be the default for Portal-created web apps.
