[ENHANCEMENT]: Playground: server-side default for the AWS Bedrock model prefix (hard-coded to "us") #16764

The Playground's AWS Bedrock model prefix defaults to "us" and can only be changed by each user, in their own browser. In js/app/src/store/preferencesStore.tsx (20.13.0, 20.19.0 and main) it is awsBedrockModelPrefix: "us", persisted in localStorage under arize-phoenix-preferences, and there is no server-side setting for it (nothing in config.py).

On a deployment outside the US, or where the server's AWS role only allows the inference profiles of one geography (for example eu.*), every user has to open the settings and switch the prefix once per browser. Until they do, Bedrock replays use us.* profiles.

Describe the solution you'd like

A server-side default for the initial prefix, for example an environment variable (the name PHOENIX_PLAYGROUND_AWS_BEDROCK_MODEL_PREFIX is only a suggestion) delivered to the UI as the initial value. A user's own saved choice would still win.

Alternatively, derive the default from the server's AWS region (eu-* → eu, ap-* → apac, and so on).

Describe alternatives you've considered

Documenting that the prefix has to be set per user. That works, but it's easy to miss and has to be repeated in every browser.
