Update PDF docs for:

documentation/pdf/16/postgresql-16-A4.pdf [new file with mode: 0644] blob
documentation/pdf/16/postgresql-16-US.pdf [new file with mode: 0644] blob
This repository holds static files for the postgresql.org website (the /files/ URL space). It's in a separate repository to keep the size of the main one down for those who want to do development work.
