fix list of LWLocks (add XL-specific locks)

Originally the locks were only added conditionally using #ifdef, but
as the list was moved to a text file (from a header), that's no
longer possible. Which is probably for the better anyway.

Official repo for Postgres-XL. Stable branch is XL9_5_STABLE. Current development is PG10 compatible. Controlled by Postgres-X2 Core Team.
