Flag and National Symbols Ordinance 2016

The TCI government released an ordinance pertaining to the flag in 2016. Full title is "Turks and Caicos Islands Flag and National Symbols (Regulation) Ordinance 2016". The ordinance can be viewed in flash or jpeg (pick your favorite!). [[1]] or [[2]].
The ordinance includes the following:

  1. A description of the flag (in English).
  2. An image of the flag.
  3. 10 coloured squares showing the colors of the flag. Each color square is conveniently labeled with an RGB value.

The image of the flag in the ordinance is slightly blurry, but it is good enough to see that it is an exact match to the version of File:Flag of the Turks and Caicos Islands.svg uploaded by Denelson83 on 2006-02-24. A less blurry version of the same image appears in PNG format at the top of the Attorney General web site. [[3]] [[4]]
The image in the ordinance, and the image on the website both include:

  • a shield that is larger than the one depicted on the 1964 flag.
  • a white border around the shield
  • thin black lines inside and outside the white border

The ordinance has several annoyances:

  • The label "Pantone colours" appears above the colour squares, but official Pantone colour codes are nowhere to be found in the ordinance.
  • RGB values for the two shades of pink are shown with only 2 bytes; the 3rd byte representing blue level is missing. However, the values can ascertained by peeking at at the labelled color squares for the coat of arms which appears on the next page of the ordinance.
  • Colors used in the image of the flag do not quite match the RGB values shown beside the coloured squares.
  • The description states clearly that the shield should fit into an imaginary circle with a diameter equal to 4/9 of the hoist width. The shield shown in the image cannot be squeezed into an imaginary circle with diameter 4/9 of the hoist width! I did some measurements and found that the white border of the shield shown in the image will fit almost exactly into a circle with diameter 1/2 of the hoist width; intersection points occur at 45°, 135°, and 270° (measured clockwise from the X axis).

Notes:

  1. The shield from the original 1968 flag does fit into an imaginary circle with diameter 4/9 of the hoist width.
  2. There are several sources on the web that state that the larger shield with its white border was introduced in 1999.
  3. It is not clear to me if the changes have ever been formally acknowledged and/or documented by the government.
