1- spo_syslog_full now support ascii and base64 and hex payload format.

Bug Fix:
1- Fixed Compilation error with postgresql supporting PQPing()

2- Fixed a bug when generating data for the signature_reference  database table

3- Fix a segfault in TextLog_Print() due to a format string error.
